SUMMARY: The Supervisor of Regulatory Compliance (AD/CASS) is responsible for overseeing the company's Airworthiness Directive compliance program and ensuring compliance with all applicable FAA regulatory requirements for a Part 121 air carrier. This position supervises personnel responsible for monitoring, tracking, evaluating, and implementing Airworthiness Directives, regulatory requirements, and associated maintenance actions. The Supervisor provides leadership and direction for regulatory compliance initiatives, manages AD tracking within the Computerized Maintenance Management System (CMMS), and ensures effective coordination between Quality Control, Engineering, Maintenance Programs, and other operational departments. 

The position is responsible for identifying regulatory compliance risks, evaluating program effectiveness, supporting the company's Internal Evaluation Program (IEP), conducting trend analysis, performing risk assessments and root cause investigations, and ensuring corrective actions are implemented and sustained. The Airworthiness Directive Compliance Supervisor supports Continuing Analysis and Surveillance System (CASS) functions in accordance with 14 CFR 121.373, conducts audits and surveillance activities, and provides guidance to ensure compliance with company procedures and federal regulations. 

 

Responsibilities

  • Supervise and coordinate activities of AD Compliance Specialists and other assigned personnel. 
  • Oversee daily review of FAA regulatory publications, including Notices of Proposed Rulemaking (NPRMs), Airworthiness Directives (ADs), Special Airworthiness Information Bulletins (SAIBs), and related guidance. 
  • Ensure accurate development, implementation, and maintenance of AD reference documents within MXI and other tracking systems. 
  • Direct the evaluation and applicability assessment of Airworthiness Directives for company aircraft and operations. 
  • Coordinate with Engineering and Maintenance Programs to develop and implement compliance strategies and maintenance requirements related to ADs. 
  • Provide leadership for Regulatory Compliance Review Board (RCRB) and CASS meetings and ensure required documentation is maintained. 
  • Monitor compliance status across the fleet and ensure timely accomplishment of required AD actions. 
  • Conduct and oversee internal and external audits, as well maintenance programs, and quality assurance activities. 
  • Identify compliance risks, program deficiencies, and emerging regulatory concerns and recommend corrective actions. 
  • Perform trend analysis, root cause analysis, and risk assessments related to maintenance and regulatory compliance issues. 
  • Review maintenance records, technical documentation, and compliance reports for accuracy and regulatory adherence. 
  • Develop metrics and reports for management regarding regulatory compliance performance. 
  • Support FAA inspections, audits, and regulatory interactions as required. 
  • Facilitate employee training and development related to regulatory compliance and Airworthiness Directive programs. 
  • Ensure departmental procedures remain current with applicable regulations and company requirements. 
  • Perform other duties as assigned. 

 

  • Directly supervise Airworthiness Directive Compliance Specialists and other assigned personnel. 
  • Carries out supervisory responsibilities in accordance with company policies and applicable regulations. 
  • Responsibilities include: 
  • Chairing CASS and RCRB
  • Interviewing, hiring, and training employees. 
  • Planning, assigning, and directing work. 
  • Appraising performance and providing coaching and development. 
  • Addressing employee concerns and resolving work-related issues. 
  • Monitoring productivity and compliance with company standards. 
  • Recommending disciplinary actions when necessary. 
  • Supporting succession planning and employee development initiatives.

 

Requirements

  • High School Diploma or GED required. 
  • FAA Airframe & Powerplant (A&P) Certificate required. 
  • Minimum 7 years of experience in aircraft maintenance, engineering, quality assurance, regulatory compliance, or related aviation field. 
  • Minimum 3 years of experience with Airworthiness Directives and regulatory compliance programs. 
  • Previous leadership, supervisory, lead, or project management experience preferred. 
  • Working knowledge of aircraft maintenance manuals, service bulletins, engineering documentation, and technical publications. 
  • Strong knowledge of 14 CFR Parts 121, 43, 91, and associated FAA regulatory requirements. 
  • Experience using MXI or comparable maintenance tracking and compliance systems. 
  • Strong analytical, organizational, and problem-solving skills. 
  • Excellent written and verbal communication skills. 
  • Technical writing experience.

    • CASS, CASE, auditing, surveillance, and analysis experience.

    • Experience leading cross-functional teams and regulatory projects. 
    • FAA inspection or audit support experience. 
    • Lean, Six Sigma, or continuous improvement experience.

    • Previous leadership, supervisory, lead, or project management experience preferred.
