The Program Manager– (SSVF-RRH and Homeless prevention) is responsible for ensuring the program policies and procedures are implemented in keeping with federal program contracts. This position is responsible for the hiring, training, evaluations, and oversight of the SSVF case managers (10 FTE), Housing Connector relations, Tenant Law Center relations, Foundational Community Supports relations and oversight of the program as a part of the Pierce & Balance of State County Continuum of Care case conferencing for the Veteran By Name List and relationships with the Puget Sound & Portland Washington Department of Veterans Affairs, the United States Department of Veterans Affairs, Pierce & Balance of State Counties (8 counties) Veterans programs. They are our representative(s) and manage all permanent housing placements and temporary financial assistance for hundreds of SSVF clients.

Emergency Housing Assistance with Hotel clients and hotel relationships including management of all temporary housing placements. They prepare reports for funders; and are responsible for data quality and oversight. This position directly supervises 10 FTE. This position oversees over $23 million in federal contracts through the VA in coordination with the Programs Directors across King, Pierce and Balance of State Counties and spanning the King County and Southwest CCS regions.

  • Provide direct supervision to 1 Program Manager, Lead Case Managers and 8 Case Managers, 2 Compliance Managers, 1 – 2 Housing Navigator and Admin staff
  • Oversee and manages the entire SSVF team in North or South Balance of State and Pierce-this will involve-managing office space, safety and security, supplies, scheduling, training, file storage equipment and IT need and setting the tone of the team.
  • Manage staff outreach efforts in the community to assess and screen clients for Veteran Services
  • Design and oversee training and development for case
  • Design and conduct trainings cross regionally to staff of 45 to ensure consistency across the entire program
  • Screen, manage and assign staff to new SSVF initiatives: Emergency Housing Assistance, SNOFA, Returning Home, Homeless Prevention, VASH Expanded Partnership
  • Lead and train staff in participating in the Veteran Coordinated Entry Systems and Veteran Case Conferencing with the Puget Sound and Portland VA
  • Provide leadership across programs at Pierce, Kitsap, Thurston office locations as well as throughout Mason, Cowlitz, Lewis, Grays Harbor, Pacific, and Wahkiakum Counties -participate in safety committees, respond to crisis situations, triage and receive internal referrals and generally help set a positive and supportive culture with other leadership onsite.
  • Collaborate cross regionally with program leadership to host and present trainings and team building opportunities
  • Ensure all referred clients are screened for SSVF eligibility and that all eligible clients are enrolled in accordance with HMIS and VA
  • Ensure that SSVF services are recorded in HMIS (Clarity & Service Point) data basis to ensure staff meet the charting standards for the program and abide by the VA contract guidelines
  • Approve all Temporary Financial Assistance and review billing to ensure that the program is generating the maximum revenue possible within SSVF program
  • Support Lead and Staff in providing high level services to Veteran clients experiencing a wide range of barriers including mental health challenges, substance use, and domestic violence concerns and housing
  • Provide regular and consistent performance reviews for direct reports at least
  • Ensure proper entry and reporting of program data and reconciliation of financial
  • Develop and support a positive, team-oriented work
  • Coordinate with Washington Department of Veteran’s Affairs subcontractor regarding outreach and referrals to
  • Provide leadership in coordination with Database administration and Program Directors in uploading data to VA repository in Pierce and Balance of State Counties
  • Provide leadership at Veteran Case Conferencing and in the Veteran Coordinated Entry Systems
  • Design, implement and operate new program initiatives: EHA, SNOFA, HP, VASH Expansion, RHH
  • Establish and manage relationships with hotel vendors in accordance with the contract
  • Manage program referrals and collaborate with leadership in embedded agreement and with contracted Veteran Service Officer
  • Lead the quality improvement process that includes: data quality, contract compliance, file reviews, HMIS management reports and other system management reports and make recommendations to improve service delivery to clients, provider community and
  • Lead efforts to maintain CARF accreditation standards. Prepare for and host onsite and virtual surveyors
  • Ensure program is kept to OBM audit standards and prepare program for annual audits
  • Collaborate with internal and external partners to provide high level services to clients. To include: CE grantees, RRH, HEN, HVRP, HVRP, WorkSource, WDVVA, Veteran Assistance grantees, VA outreach social workers & HUD/VASH VA teams Puget Sound and Portland, housing authorities throughout all 9 counties served by CCS SSVF SW
  • Ensure client records are kept in accordance with federal, agency and program
  • Conduct case file review for ongoing quality assurance, training and grant compliance in accordance with mandatory SSVF and RRH
  • Ensure that all agency required practices such as Credit Card Expenditure Forms, Timesheets, and HR needs are provided to in a complete and timely manner
  • Work with other SSVF Program Managers on SSVF oversight, training, and billing
  • Assist in preparing and writing grant applications and renewals
  • Prepare for and manage annual VA audit for SSVF grants to include any responses to concerns or finding(s).
  • Conduct annual focus groups
  • Monitor and track program spending from 3 grants across SW and King County regions
  • Assist in preparing annual agency and contract budgets for the 2 SSVF grants
  • Set and track quarterly and annual performance metrics
  • Track, review, approve and reconcile client assistance expenditures from the federal VA contract. Subject to annual audits from the VA
  • Track, review, approve and reconcile credit cards for all staff members
  • Assist accounting to prepare and drawdown program expenditures
  • Review program expenditures monthly in comparison to budget
  • Evaluate and adjust program expenditures to ensure appropriate contract
  • Propose program adjustments if expenditures are not in alignment with contract

Minimum Qualifications: (Qualifications which applicant must possess to be considered for position).

  • Bachelor’s degree in social services or a related field, or five or more years’ experience in internal shelter operations, with at least three in a supervisory
  • Minimum 3 years’ experience in case
  • An understanding of and experience with military
  • Excellent people skills including the ability to handle difficult
  • Excellent written and oral communication
  • Good driving record and valid driver’s license and insurance. Ability to drive between Pierce, Kitsap, Mason, Grays Harbor, Lewis, Thurston, Pacific, Cowlitz, Wahkiakum, and King
