The Coalition for Humane Immigrant Rights (CHIRLA) is a nonprofit organization founded in 1986. POSITION DESCRIPTION:
The Managing Attorney (PSA), will report to the Director of Programs and Subcontract Administration and will provide legal technical support and training, including oversight of the progress and reporting for a variety of programs, subcontracts and administration. This position will oversee the various aspects related to legal services programs. They will also collaboratively work with other attorneys on managing contracts, including government contracts, vendor and professional services agreements, events, and fee-for service contracts. This position will also work internally with other CHIRLA departments such as finance, data, and others to support and track projects and tasks relevant to the required contractual program obligations for CHIRLA.
The Managing Attorney (PSA) position will work with CHIRLA’s program Director, to provide legal support across a wide range of legal, regulatory, compliance, and ethical issues. Additionally, this position will track, supervise, and oversee subcontractors’ work progression and contract compliance to report to the various government agencies and partners with monthly and quarterly reporting.
The Managing Attorney (PSA) must be licensed, and possess a Juris Doctor from a reputable, accredited law school alongside experience with document review projects, and the review of complex, voluminous documents. A professional attitude and strong work ethic are required, alongside strong written and verbal communication skills, exceptional attention to detail, and organizational abilities.

Salary & Benefits: $95,000 -- $102,752 CHIRLA offers a competitive salary based on qualifications and an excellent benefit package, which includes generous time off benefits, 401K Plan, health, dental and vision plans.
FLSA Classification: Exempt/Hourly, full-time regular
Classification: CHIRLA recognizes a staff bargaining unit affiliated with AFSCME District Council 36. This position is not included in CHIRLA’s bargaining unit and covered under the terms of the collective bargaining agreement.

- Design and implement training for Legal Service providers in the immigration field.
- Cultivate relationships with partners to ensure up-to-date legal issues are understood and followed.
- Update and oversee compliance tracking systems to ensure all internal and external partners follow and complete contractual obligations.
- Provide the Programs and Subcontract Administration team with status reports on internal and external partners’ performance.
- Create, review, negotiate, and draft a broad range of contracts and agreements, including but not limited to subcontractor agreements, service agreements, consulting agreements, MOUs and other legal documents, on behalf of the organization as an administrator.
- Ensure compliance with relevant regulations, statutes, and contractual obligations.
- Draft, review, and revise program and administrative related agreements and templates.
- Manage contract inventory
- Draft responses and potential internal strategies to contract disputes.
- Draft policies, procedures, and timelines to ensure efficient workflow and completion of tasks.
- Assist with contract auditing and provide suggestions to mitigate risks based on auditing results.
- Prepare and lead internal and external programs’ staff, meetings, responses, and updates.
- Design and deliver training for staff members to ensure internal policies and procedures are followed and daily partner compliance is tracked and recorded.
- Collaborate with other internal CHIRLA departments such as finance, data, policy, and others, to ensure compliance with relevant contractual obligations and report to our PSA director status updates.
- Ensure subcontractors are abiding by contract terms and tracking due diligence.
- Examine and evaluate the terms of new contracts and proposals for changes to contracts.
- Assists Director in updating and maintaining a system for identifying and reporting program compliance issues, complaints, concerns, questions, resolution, and follow-up.
- Draft and coordinate responses to identified compliance questions, concerns or federal/state inquiries or investigations, including audits
- Manage all workshops, community standards or practice training, legal technical assistance and partner audit and site visits.
- Represent the Director at meetings and committees
Staff Management:
- Supervise, oversee, lead, and manage staff, including Managing Attorneys, Program Managers, Subcontractor Administrators, Program Assistants, etc. to ensure all are working at capacity to meet deliverables of all government contracts and other funding sources.
- Supervise staff members within the Programs and Subcontract Administration Department, review their work product and ensure deadlines are timely met.
- On-site supervision and visits the branch offices as needed.
- Conduct regular supervision meetings with staff
- Conduct review of staff files before submitted to funders
- Conduct open and closed contract file review on a quarterly basis
- Manage the reporting process for Performance and Quality Improvement
- Support with implementation of new hire onboarding and training plans to ensure new staff understand their responsibilities and enter the teamwork flow seamlessly.
- Mentor staff to create a safe space to learn and grow by being a resource for immigration law related questions.
Budget Management/Fund Sourcing:
- Responsible for monitoring funding sources and expenses
- Responsible for maintaining relationships with current funders
- Responsible for updating budgets and tracking program costs and writing quarterly and year end reports for all funding sources.
- Responsible for billing, reporting, and documentation
SKILLS AND QUALIFICATIONS:

Required
- JD and an active membership in the California State Bar or another State Bar with at least 5 years post bar admission.
- A high level of integrity and the ability to maintain confidentiality
- At least five years’ experience in immigration law
- At least 3 or more years of direct services experience, in a nonprofit setting
- Experienced training, mentoring staff, attorneys and/or other professionals required
- Experience working within or demonstrated enthusiasm for leadership in an interdisciplinary setting and developing programs and workplans.
- Must have experience working with underserved and diverse populations
- Must be able to travel to and visit various CHIRLA offices belonging to partners for events, audits, meetings and services.
- Strong interpersonal and presentation skills, along with ability to communicate with others at all levels of the organization.
- Support CHIRLA’s fundraising goals including annual fundraising drive and GALA activities
- Experience doing in-person legal services clinics with partner organizations, external vendors and pro-bono attorneys.
- Must be flexible to work early morning, evenings and Saturdays during clinical/consultations times as needed.
- Admitted to practice and in good standing in at least one U.S. state bar (CA. preferred)
- Project, team, or organizational management experience a plus
- Training others in new legal immigration rules and regulations
