Program Manager I – Utility Engineering Project Coordination (Part-Time) Schedule: Up to 29 hours per week

You'll lead coordination across City Utilities Engineering projects-reviewing plans, resolving conflicts, and ensuring infrastructure, standards, and timelines all align. This role sits at the center of engineering, construction, and community impact.

• → Review and coordinate proposed projects to ensure alignment with City Utilities infrastructure, policies, and standards • Identify conflicts with water, sewer, and stormwater systems and develop practical engineering solutions • Partner with City, County, INDOT, and utility providers to resolve project impacts and maintain compliance • Support construction activities including field visits, inspections, documentation, and project closeout • Manage project data, budgets, schedules, and reporting using PMIS and GIS systems

• → Provide direction and oversight to assigned staff • Participate in hiring, training, and performance management • Support employee development and address performance concerns as needed

• Bachelor's degree in Civil Engineering, Construction Engineering, or related field (or equivalent experience) • Five (5) years of experience in utilities, public works, or consulting engineering • Experience with water distribution, sewer systems, stormwater, and capital improvement projects • Strong ability to manage multiple priorities, solve problems, and work across departments

• Construction Document Technician (CDT) certification (or ability to obtain within 18 months)

• Knowledge of GIS systems (ESRI preferred) and asset management practices • Familiarity with project management systems and engineering standards (10 State Standards) • Strong understanding of infrastructure planning, design, and construction coordination • Ability to interpret plans, specifications, and engineering data
