Minimum Starting Salary: $47,085.46
Nature of Work
Performs semi-skilled work assisting line technicians and substation/meter technicians in a variety of electric utility operations. Duties include operating equipment, performing groundwork, and assisting with the installation, maintenance, and repair of electric distribution systems, substations, and metering equipment.
This position serves as a training role for advancement into a technician position. Most work is performed at ground level, with some climbing required during training. Work is performed in accordance with established safety practices, OSHA regulations, and departmental procedures. Assignments are given and reviewed by a supervisor or technician during progress and upon completion.
Work schedules may vary, including after-hours and emergency response as needed.

Examples of Work
- Operates electric line trucks equipped with pole derricks, winches, and other equipment.
- Maintains trucks, tools, and equipment in a safe, clean, and ready condition.
- Digs holes for poles and guy anchors; installs anchors and assists in setting poles.
- Assists with pulling wire, installing cross-arms, and attaching hardware to poles.
- Performs general groundwork, including assisting with tree trimming and site preparation.
- Assists with installation, maintenance, repair, programming, and testing of electric meters and substation equipment.
- Assists with energy audits and routine system inspections.
- Performs routine checks and maintenance of substation equipment, including monthly inspections.
- Assists with underground electric and fiber-optic installations.
- Supports operations and maintenance activities at the generating plant as needed.
- Loads and unloads materials; performs routine maintenance and housekeeping at shop and warehouse facilities.
- Performs traffic control duties and assists with work zone safety.
- Attends required training, including electrical fundamentals, confined space entry, and safety certifications.
- Performs related duties as assigned.
Minimum Qualifications of Work
- High school diploma or GED required.
- Some experience as a mechanic’s helper, electrician’s helper, or in a related field preferred.
- Equivalent combinations of education and experience may be considered.
- Basic knowledge of electric utility construction and maintenance practices.
- Familiarity with tools, materials, and equipment used in line and substation work.
- Ability and willingness to learn technician-level duties and safety procedures.
- Ability to understand and follow verbal and written instructions accurately.
- Ability to work effectively as part of a team and maintain positive working relationships.
- Ability to communicate courteously with coworkers and the public.
- Willingness to complete a four-year apprenticeship program and additional training as required.
- The work requires frequent standing, walking, climbing, balancing, and the use of hands and arms. Occasional sitting, stooping, kneeling, crouching, and crawling are required.
- The employee must regularly lift to 50 pounds and occasionally lift to 100 pounds. Vision requirements include close, distance, color, and peripheral vision.
Work Environment
- Work is performed primarily outdoors in varying weather conditions, including extreme heat and cold. The employee is frequently exposed to wet and humid conditions, moving mechanical parts, energized electrical systems, and potential electrical hazards.
- The position may involve working at heights, in confined spaces, and in areas with fumes, airborne particles, and vibration. Noise levels range from loud to very loud.
Special Requirements
- Must possess or obtain a valid Virginia Commercial Driver’s License (CDL) within six (6) months of employment.
- Must be able to respond to emergency call-backs within 30 minutes.
- Must obtain certifications in First Aid, CPR, and VDOT flagging within 90 days of hire.
- Must successfully participate in required apprenticeship and training programs.
