Our client in the Energy industry is seeking an experienced Group Human Resources Manager - Energy Division to lead and manage the entire Human Resources function of the Energy Vertical of the Group, based at the Group’s corporate office in Dar es Salaam, Tanzania.

The successful candidate will own the full employee life-cycle, including manpower planning, recruitment, onboarding, compensation and payroll oversight, performance management, learning and development, employee relations, discipline and separation, together with complete responsibility for compliance with Tanzanian labour and employment laws.

Given the Group’s operations in Energy, Trading, Engineering and Export-Import businesses, the role requires a hands-on HR leader with deep, practical knowledge of the Tanzanian labour and regulatory environment, proven experience managing a multi-cultural workforce of local and expatriate employees, and the ability to build HR systems, policies and culture that support rapid business growth while keeping the Group fully compliant and dispute-free.

Responsibilities

  • →Ensure full and continuing compliance of all Group entities with the Employment and Labour Relations Act, 2004 (ELRA) and its amendments, the Labour Institutions Act, 2004, and all subsidiary regulations, codes and wage orders, including sectoral minimum wages.
  • →Draft, issue and maintain legally compliant employment contracts (fixed-term, specific-task and unspecified-period), ensuring written particulars of employment, working-hours, overtime, leave and termination provisions conform to the law.
  • →Manage statutory contributions and filings, including NSSF (and applicable pension schemes), Workers Compensation Fund (WCF), Skills and Development Levy (SDL), PAYE coordination with Finance, and OSHA registrations, inspections and compliance.
  • →Handle disciplinary processes, grievances, terminations and retrenchments strictly in accordance with the Employment and Labour Relations (Code of Good Practice) Rules, ensuring procedural and substantive fairness to prevent unfair-termination claims.
  • →Represent the Company in conciliation, mediation and arbitration proceedings before the Commission for Mediation and Arbitration (CMA) and support external counsel in matters before the Labour Court; maintain a register of all labour disputes and their status.
  • →Manage relationships with trade unions (where applicable), collective bargaining processes, workplace committees and employee representation requirements.
  • →Keep all statutory registers, labour returns, workplace notices and records required by the labour authorities, and manage labour-office inspections and audits without adverse findings.
  • →Track changes in Tanzanian employment, immigration, social security and safety legislation and proactively update Company policies, contracts and practices.

  • Develop and implement the Group’s HR strategy, organisation structures, manning norms and annual manpower plans in line with business plans of each vertical.
  • Advise the Group leadership on organisation design, role definitions, succession planning and localisation / Tanzanisation of positions.
  • Prepare and manage the annual HR budget, including manpower cost, recruitment, training and welfare budgets, and monitor actuals against budget.

  • Manage end-to-end recruitment for local and expatriate positions, including sourcing, selection, salary negotiation, reference checks and offer management, within approved budgets and timelines.
  • Administer the complete work and residence permit process for expatriate employees, including applications, renewals and compliance.
  • Design and run structured induction and onboarding programmes, including statutory registrations of new employees.

  • Institutionalise an objective performance management system, including goal setting, periodic reviews, appraisals and linkage to increments and promotions.
  • Identify training needs and implement annual training calendars, including statutory / safety trainings and leadership development; optimise utilisation of SDL-funded programmes where available.
  • Drive succession planning and capability building for critical roles, with emphasis on developing local Tanzanian talent.

  • Act as the custodian of the Company’s HR policies, employee handbook, code of conduct and disciplinary code; ensure consistent and fair application across all verticals.
  • Maintain harmonious industrial relations and a positive, performance-oriented work culture across a diverse workforce of local and expatriate employees.
  • Manage employee grievances, investigations, and welfare matters promptly and sensitively; drive engagement and retention initiatives.

  • Maintain complete, audit-ready employee records and personnel files; implement and manage HRIS / payroll software and attendance systems.
  • Provide monthly HR MIS to Group management, including headcount, attrition, manpower cost, overtime, leave, compliance status, disputes and recruitment pipeline.
  • Oversee general administration functions assigned to HR, including staff transport, camp / site welfare, and support for safety and security protocols at operating locations.

Requirements

  • Bachelor’s degree in Human Resources, Law, Business Administration or Social Sciences; a Master’s degree / postgraduate diploma in HRM or Labour Laws will be preferred.
  • Minimum 10 years of progressive HR experience in Tanzania, with at least 3-5 years heading or independently managing the HR function of a sizeable organisation.
  • Demonstrated, hands-on expertise in Tanzanian labour law compliance, including ELRA 2004, Labour Institutions Act, OSHA, NSSF, WCF, SDL and CMA proceedings, including personal handling of disciplinary hearings, retrenchments and labour disputes.
  • Proven experience managing work permits and expatriate employment compliance in Tanzania.
  • Strong command of HR generalist areas: recruitment, payroll oversight, performance management, training, employee relations and HR administration.
  • Fluency in English and Kiswahili, written and spoken, is essential.

Nice to Have

  • Experience in Energy, Trading, Engineering or Export-Import businesses, including industrial / site workforce management, will be given strong preference.
  • Registration / membership of a recognised HR professional body; certification in Tanzanian labour laws or industrial relations.
  • Experience working in a multinational or promoter-driven group with mixed local and expatriate staff.
  • Working knowledge of HRIS / payroll systems and advanced MS Excel for HR MIS.

  • Thorough, current knowledge of Tanzanian employment and labour legislation with a compliance-first mindset.
  • Sound judgment, discretion and the highest standards of integrity and confidentiality.
  • Strong interpersonal, negotiation and conflict-resolution skills across all levels of the organisation.
  • Hands-on, execution-oriented approach with the ability to work independently in a lean corporate structure.
  • Cultural sensitivity and the ability to work effectively with local and expatriate management and workforce.
  • Strong written communication and documentation skills for contracts, policies, show-cause notices and dispute records.
