Responsibilities

  • Review drawings, specifications, and RFPs for constructability and compliance with field conditions.
  • Participate in and coordinate project meetings, including pre-bid site visits, preconstruction conferences, QC meetings, schedule reviews, and final inspections.
  • Monitor construction progress through site visits, contractor reports, and QC documentation.
  • Review and provide recommendations on contractor submittals, schedules, safety plans, and QC programs.
  • Manage contractor RFIs, change requests, and provide technical solutions to unforeseen challenges.
  • Oversee execution of contractor QC programs, including inspections, testing, and the three-phase QC process.
  • Review and enforce compliance with safety requirements, including AHAs, Accident Prevention Plans, and NAVFAC P-307 crane lift plans.
  • Recommend contract modifications and support the development of Independent Government Estimates (IGEs), sketches, and technical inputs.
  • Review and recommend approval of contractor schedules, invoices, and payment requests.
  • Document contractor performance and prepare compliance reports for the Contracting Officer.
  • Support project closeout activities, including as-built drawings, warranties, O&M manuals, and DD1354 documentation.
  • Provide project status updates to NAVFAC leadership and mentor junior staff on construction management best practices.

Requirements

  • Clearance:
    • Secret clearance
  • Education and Certifications:
    • Bachelor’s degree in Engineering (ABET-accredited), Architecture (NAAB-accredited), Construction Management, or Engineering Technology (ABET-accredited).
    • Ability to pass the Corps of Engineers EM-385 Safety & Health exam within 15 days of onboarding.
  • Required Experience:
    • Minimum of seven (7) years as a Construction Manager, Project Manager, Field Engineer, or Quality Control Manager on commercial, industrial, utility, or waterfront projects valued at $5M or more.
  • Preferred Qualifications
    • Excellent communication, negotiation, and problem-solving skills.
    • Proficiency in scheduling, budgeting, quality management, and federal contracting processes.
    • Strong knowledge of construction supervision, safety standards, engineering principles, and project management practices.
