Department

Capital Programs and Facilities Management (CPFM) within the Division of Administration and Finance is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We seek an exceptional individual to join our Building Service Engineers team as the Supervising Building Service Engineer. The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness.

Duties and Responsibilities

Under the supervision of the Mechanical Trades Operations Manager, or their designee, the Supervising Building Service Engineer (BSE) oversees crews of skilled and semi-skilled Building Service Engineers (BSEs), and Air Conditioning/Refrigeration (AC/R) mechanics responsible for the operation, maintenance, repair, and installation of heating and cooling equipment and related mechanical systems, including fume hoods, exhaust systems, and associated controls processes and systems. Responsible for project planning and coordination with other trade and shop supervisors, including controls, electrical, plumbing, conveyance, and fire and life safety systems, as they relate to heating, ventilation, air conditioning, and refrigeration (HVAC/R) systems.

The Supervising BSE prioritizes and coordinates the work of multiple crews and projects; assigns work to qualified personnel; provides overall technical leadership; and determines the materials, supplies, equipment; and staffing necessary to support work orders and preventive maintenance schedules. Responsibilities also include providing work and safety instructions, conducting on-the-job training, enforcing safety practices, providing input for staff performance evaluations, issuing written and verbal work directives, monitoring work in progress, and inspecting completed work to ensure compliance with specifications. Maintains computerized maintenance management systems (CMMS), including labor, materials, and purchasing records, and prepares reports related to assigned work orders.

For construction and renovation projects, the Supervising BSE collaborates with management, engineering, and design teams by reviewing plans and drawings; reviewing specifications, providing internal resources; providing input for sequencing work activities; analyzing operational needs; participating in the inspections and commissioning processes of HVAC/R systems and related systems and equipment. Other duties as assigned.

Essential Qualifications

Two years of journey-level experience in the operation, maintenance, and repair of boiler, heating, ventilating, refrigeration, and air conditioning equipment and systems or the equivalent combination of formal course work in mechanical technology and hands-on experience. Two or more years of experience working as a journey-level crafts worker in one or more applicable mechanical or related trades, including at least one year in a lead or supervisory capacity.

Thorough knowledge of high- and low-pressure boilers, heating, pneumatic, ventilating, air conditioning, refrigeration, and other mechanical equipment. Thorough knowledge of the methods, tools, and materials used in the operation, maintenance, and repair of equipment. General knowledge of ventilation principles, thermal dynamics, and closed water systems. Working knowledge of energy management systems including the ability to understand and use system features. Thorough knowledge of effective supervisory practices and techniques. Working knowledge of job design and work sequencing related to renovation and installation projects. Thorough knowledge of applicable state and federal safety codes and regulations pertaining to mechanical and HVAC systems. Ability to install, operate, and repair HVAC equipment and systems. Ability to read, interpret, and work from blueprints, plans, drawings, and specifications. Ability to make rough sketches and estimate cost, time, and materials for mechanical work. Ability to maintain records and retrieve data related to work performed using manual and/or computerized record-keeping systems. Ability to prepare standard reports, provide instruction to unskilled and semi-skilled assistants, and analyze and respond appropriately to emergency situations. Ability to read and write at a level appropriate to the position and perform arithmetic calculations as required by the position. Ability to maintain currency in applicable industrial safety orders and regulations pertaining to facilities, HVAC, and related equipment. Ability to plan and direct the work of skilled crafts workers and semi-skilled workers and coordinate staffing, material, and equipment needs for multiple jobs and projects. Ability to perform basic design work, read blueprints, and work from plans and specifications. Ability to prepare rough sketches and read and interpret complex operating manuals. Ability to analyze and respond appropriately to emergency situations. Ability to ensure accuracy and maintenance of assigned record-keeping systems.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.  

Preferred Qualifications

Five or more years of experience working as a journey-level crafts worker in the field of HVAC/R and related systems. Ability to read and interpret blueprints, specifications, and operating manuals.

License/Certifications

A valid California driver’s license. Environmental Protection Agency (EPA) 608 Certification.
