It establishes a schedule for regular maintenance and upkeep, including conducting regular inspections of aging infrastructure, two large buildings, elevator, HVAC equipment, fuel deposits, generators, plumbing and water sources, electrical needs, state vehicles, and parking lots, etc.�\r\n Manages repair requests and pest control sighting processes, being responsive to the needs of staff, while taking into account Joint Commission Hospital standards such as ligature risks, infection prevention requirements, etc. while prioritizing as needed.�\r\n Oversees tools and equipment inventories, ordering as needed including functioning as purchasing officer for the buildings and grounds. May solicit bids for contracted work, will interact with contractors and will inspect their work on site.�\r\n In conjunction with the Safety Officers and agency police, will create access and safety plans to allow for continuation of service delivery when areas are disrupted during construction or while waiting for repair.�\r\n May coordinate deliveries, especially of large items.�\r\n Will read blueprints and interpret design specifications for renovations and projects, will utilize software architectural designs for emergency evac routes and to regulate building components like boilers and HVAC units.�\r\n Makes budget recommendations regarding building/grounds/equipment needs and co-authors the five-year plan for projects.�\r\n Liaises with all facility's divisions, Blue Hills, Agency Policy Officers, DMHAS Engineering, vendors and Fiscal.�\r\n Supervises General Trades Workers and Housekeeping Supervisor directly. Oversees all of Housekeeping.�\r\n Conducts annual performance evaluations, schedules and assigns work as needed and is supervised by the CFO.\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n ABOUT US�\r\n \r\n DMHAS is the state agency responsible for providing a comprehensive system of behavioral health services for adults experiencing mental health and substance use conditions across Connecticut. DMHAS works to ensure accessible, recovery-oriented, and evidence-based care through community programs, state-operated services, and partnerships with local providers. The agency is committed to improving outcomes for individuals with severe and persistent behavioral health needs by coordinating services, promoting early access to care, and supporting safe transitions across levels of treatment.\r\n \r\n \r\n CRMHC is a community based mental health center serving Hartford, West Hartford, Farmington, Avon, Canton and Simsbury providing individuals with behavioral health services.� CRMHC collaborates with the greater Hartford DMHAS-Funded mental health programs comprising 15 non-profit agencies located in Hartford and West Hartford.� These agencies work together to provide a comprehensive array of behavioral health services to adults with serious psychiatric disabilities as well as co-occurring psychiatric illness and substance use.\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n PLEASE NOTE:\r\n \r\n A comprehensive medical examination, including a drug screening, will be required of all applicants upon a conditional offer of employment.\r\n All state employees must adhere to Connecticut's Policy for a Drug Free Workplace.\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for functioning in one (1) of the following ways:\r\n\r\n \r\n As staff assistant to a Plant Facilities Engineer 2 at a major state institution supervises and coordinates maintenance and repair projects in the building and maintenance trades;\r\n \r\n \r\n As chief physical plant employee at a moderate sized state institution in charge of custodial and maintenance services for the entire institution;\r\n \r\n \r\n As chief physical plant employee at a regional vocational technical school in charge of custodial and maintenance services for the entire institution.\r\n \r\n\r\n

EXAMPLES OF DUTIES

\r\n\r\n Schedules, assigns, oversees and reviews work of staff;�\r\n Provides staff training and assistance;�\r\n Conducts performance evaluations;�\r\n Determines priorities and plans building and grounds maintenance work;�\r\n Establishes and maintains building maintenance procedures;�\r\n Develops or makes recommendations on development of policies and standards;�\r\n Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;�\r\n Prepares reports and correspondence;�\r\n Inspects buildings and equipment to determine repair and improvement needs;�\r\n Receives repair requests, makes estimates of time and materials to meet requests and prioritizes according to need;�\r\n Maintains inventories of tools, equipment, supplies and orders or requisitions when needed, possibly requiring interaction with vendors;�\r\n Serves as a centralized purchasing officer for properties under their authority;�\r\n Coordinates arrangements for deliveries of materials and access to area by workers;�\r\n Arranges alternative plans for areas and services disrupted during construction and/or repair;�\r\n May solicit bids from outside contractors and inspect contracted work;�\r\n May read and interpret design blueprints and specifications for small scale renovations and remodeling;�\r\n May make budget recommendations;�\r\n Performs related duties as required.\r\n\r\n\r\nCHIEF PHYSICAL PLANT:�\r\n\r\n\r\n In charge of such operations as heat supply, custodial work, vehicles and transportation as well as maintenance and repair.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n relevant state and federal laws, statutes and regulations;\r\n relevant agency policies and procedures;�\r\n materials and methods of building repair and maintenance;�\r\n preventive maintenance techniques;�\r\n \r\n \r\n Considerable interpersonal skills;�\r\n Oral and written communication skills;�\r\n Ability to\r\n \r\n lay out and inspect building repair and maintenance work;�\r\n read and interpret blueprints and specifications;�\r\n coordinate work assignments;�\r\n utilize computer software;�\r\n \r\n \r\n Supervisory ability.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the repair and maintenance of large buildings.\r\nNOTE:�Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year-for-year basis.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.\r\nNOTE:�For state employees this experience is interpreted at the level of a Building Superintendent 2.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in architecture, mechanical or electrical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience with oversight of state buildings and grounds, including HVAC, generators, plumbing, and electrical\r\n Experience with Joint Commission hospital standards, fire safety standards, and building occupancy standards\r\n Experience with soliciting bids and overseeing contracted renovation projects\r\n Experience in making sustainability and budget plans\r\n Experience in overseeing Trades Workers and Housekeeping staff\r\n\r\n\r\n

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.\r\n

CHARACTER REQUIREMENTS

At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.\r\n

PHYSICAL REQUIREMENTS

\r\n \r\n Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.\r\n \r\n \r\n A physical examination may be required.\r\n \r\n\r\n

WORKING CONDITIONS

\r\n \r\n Incumbents in this class may be exposed to some risk of injury from equipment. \r\n \r\n \r\n The appointing authority may require completion of an asbestos removal program consistent with Environmental Protection Agency (EPA) guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles. \r\n \r\n\r\n*See Addendum\r\n
