About the Position:
The Virginia State Police (VSP) is seeking to hire a Central Criminal Records Exchange (CCRE) Manager in our Criminal Justice Information Services (CJIS) Division at State Police Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:
• Overseeing the programs of the CCRE - Criminal Record Integrity Section specific to Disposition Research, Mental Health, Orphan Disposition File, State Board of Elections, Delayed Booking, Restoration of Rights and Name Changes ensuring all program operations comply with applicable laws, regulations, and internal policies.
• Providing direction and guidance to program staff by establishing priorities, monitoring workflow, and ensuring continuity of operations through cross training and accurate documentation of procedures.
• Serving as a subject matter expert on relevant statutes and operational requirements, advising leadership and staff on procedural, legal, and workflow matters.
• Supporting Agency objectives by coordinating program activities, identifying opportunities to improve efficiency and compliance, and facilitating effective communication with internal and external stakeholders.

Minimum Qualifications
Knowledge:
• Considerable knowledge of criminal justice records management practices, statutory requirements, and operational procedures relevant to the CCRE.
• Considerable knowledge of program administration principles, workflow design, and internal control practices to ensure accuracy, compliance, and operational integrity.
• Understanding of applicable state and federal laws, including records retention requirements and mandated reporting standards.
• Familiarity with criminal history systems, user interfaces, and technical processes to support staff training and troubleshooting.
Skills:
• Skill in supervising, coaching, evaluating, and developing staff to ensure high-quality performance and continuity of operations.
• Skill in organizing and prioritizing program activities, managing multiple deadlines, and ensuring timely completion of assignment.
• Skill in analyzing workflow issues, identifying opportunities for process improvement, and implementing revised procedures.
• Skill in communicating clearly and professionally with internal and external stakeholders, including legal counsel, Agency leadership, and criminal justice partners and in preparing routine statistical summaries, status updates, and program reports used to support management decisions.
Abilities:
• Demonstrated ability to interpret and apply laws, regulations, and policy requirements to program operations and staff guidance.
• Demonstrated ability to maintain accurate documentation, desk procedures, and training materials to support compliance and continuity of operations.
• Demonstrated ability to exercise sound judgment in resolving operational problems, escalating issues appropriately, and ensuring program risks are communicated to management.
• Ability to lead a team in a fast-paced environment with frequent changes, balancing multiple priorities while maintaining accuracy and adherence to policy.
• Ability to represent the program in discussions with internal units, external requestors, and partner agencies, ensuring clarity, consistency, and responsiveness.
• Demonstrated experience in criminal justice operations, records management, or related administrative program areas.
• Experience working in fast-paced environments requiring attention to detail, judgment, and adherence to established procedures
• Supervisory or management experience sufficient to lead staff, direct workflow, and maintain continuity of operations in a program environment.
• Currently Virginia Criminal Information Network (VCIN) certified.
• Additional certifications related to criminal justice information systems, records management, or supervisory training may be required based on assignment.
• Training in criminal justice, public administration, management, or a related field is required.
• Graduation from high school or equivalent.
