Our mission is to create opportunity for underserved people and places through partnerships. We marshal the capital, analytics, and expertise necessary to build strong, healthy, and more equitable communities.


As a federally certified community development financial institution (CDFI), our job is to make finance an agent of positive change and equitable growth. We provide loans, grants and technical assistance to businesses and nonprofits. Our borrowers and grantees educate students, support local economies, and create jobs. They build affordable housing and provide community goods and services that include access to nutritious food, hunger relief, physical and mental health care, and other social services.


The Position

Reinvestment Fund is seeking an Interim Chief Operations Officer to integrate and lead Reinvestment Fund’s enabling functions (Risk & Compliance and Data & Technology) ensuring operational excellence, system reliability, and risk governance that support mission delivery, organizational performance, and sustainable growth.


ROLE OVERVIEW

 

Responsibilities

• Serve as the enterprise integrator for enabling functions to align systems, risk, and data capabilities with business strategy.

• Partner with the CEO and executive peers to ensure coordinated execution across business lines and support functions.

• Oversee the Risk & Compliance function, ensuring adherence to CDFI, CRA, AML/BSA, and OFAC standards.

• Maintain strong internal controls, risk mitigation, and compliance culture across all operations.

• Ensure consistent risk reporting and accountability in partnership with Finance, HR, IT and Legal.

• Lead Business Intelligence, IT Support, and IT Security, ensuring secure, integrated, and data-driven systems.

• Maintain governance for data quality, technology investment, and system performance.

• Lead enterprise-level project management (PMO) to drive cross-functional initiatives and process improvements.

• Standardize project governance, execution frameworks, and performance tracking.

• Deliver measurable outcomes in efficiency, quality, and cost optimization.

• Provide the CEO and Board with transparent, data-backed insights on risk, compliance, and operational performance.

• Align operational decisions with organizational risk appetite and resource constraints.

• Build mechanisms for proactive risk identification and escalation across business lines.

• Lead, senior managers across Risk, Technology, and Operations.

• Champion a culture of accountability, inclusion, and continuous improvement within enabling teams.

• Foster collaboration and trust across functions to strengthen enterprise integration.

• Other duties as assigned.


THE IDEAL CANDIDATE


Required Qualifications 

• Bachelor’s degree in Business Administration, Finance, Economics, Public Administration, Information Systems, or a related discipline.

• 10+ years of progressive experience in operations, technology management risk, with at least 5 years leading enterprise-wide initiatives in an executive leadership role.

• Proven success integrating multiple enabling functions within a mission-driven or financial services organization.

• Demonstrated ability to manage collaborative, high-performing teams across disciplines.

• Experience engaging with Boards, auditors, and external regulators on operational and risk matters.

Preferred Qualifications 

• Master’s degree in Business Administration (MBA), Public Administration (MPA), Finance, Management, or a related field.

• Understanding of CDFI regulatory context, internal controls, and data governance.



COMPENSATION AND BENEFITS


Compensation: $140-$180/hour
