Horizon Industries is seeking a highly motivated Facility Security Officer (FSO) to manage the industrial security programs for Horizon, PHASE TWO, and PACE. All three companies are non-possessing and hold Top Secret facility clearances.
- Ensure compliance with DISS, NISS, and NBIS systems, NISPOM, and government regulations.
- Key responsibilities include processing personnel clearances and CV updates, managing classified contracts from a security perspective, conducting security training, and acting as liaison with government security agencies. The FSO manages the facility clearance of three companies, with Horizon being the largest.
Responsibilities
~2 min read- →Personnel Security: Initiates, maintains, and tracks employee security clearances through DISS and NBIS. Ensure that all applicable new hires with a security clearance have a DISS record owned by Horizon, PHASE TWO, or PACE. Place employees on a classified contract into appropriate access in DISS. Ensure that specific briefings for classified contracts are completed and renewed at appropriate intervals. Track CV updates needed of staff at five-year intervals and guide employees to submission of a revised SF-86 and track progress through DISS. Works with Corporate Recruiting to approve new hires from a security perspective and answer candidate requirement questions.
- →Compliance & Reporting: Ensures facility compliance with the National Industrial Security Program (NISP). Prepares for and participates in Defense Counterintelligence and Security Agency (DCSA) audits and security vulnerability assessments. Ensures that all company data in NISS is current, including KMPs and DD254s. Conducts an annual company self-inspection. Creates and delivers sub DD542 to subcontractors on a classified contract.
- →Training: Develops and administers security education, training, and awareness programs. Provides annual Insider Threat and general security training for all corporate staff. Works with Corporate HR to have all new hires complete security training.
- →Insider Threat: Implements and manages the company’s insider threat program and reporting procedures. Conducts specific annual training.
- →Contract Support: Works with Contracting Officer’s Representative (COR) to have required onboarding documents completed by new resources and submitted in a timely manner. Initiates Visit Authorization Requests (VARs) in DISS as required by individual contracts.
Requirements
~1 min read- Experience:Previous experience as an FSO or Assistant FSO (AFSO), specifically managing NISPOM compliance.
- Certification: The NCMS Industrial Security Professional Certification is highly preferred.
- Knowledge: Proficiency with DISS, NCAISS, NISS, and NBIS.
