Responsibilities

The Compliance Director will be responsible to oversee the compliance program Hines Japan, which includes two registered licenses (Investment Advisory & Agent & Type II FIBO) under the Japan Financial Services Authority (FSA) and two registered associations (Investment Management Association of Japan & Type II Financial Instruments Firms Association) thereafter ensuring a comprehensive compliance program is maintained in accordance with the FSA regulatory framework, predominantly the Financial Instruments and Exchange Act (FIEA). The Director will report to the Head of Compliance Europe and Asia Pacific (based in London). The Director will work closely with leadership of Hines Japan Real Estate GK (“Hines Japan”).

 

The role will also include supporting the compliance program of Hines in other jurisdictions in Asia, namely Singapore, Hong Kong, Australia).

 

  • Manage, maintain, oversee and enhance, as required, the Compliance program for Hines Japan in its real estate investment advisory and private placement activities

  • Assist leadership of Hines Japan in complying with all applicable obligations under the FSA regulations, including analysis of relevant regulatory changes and active participation in internal working groups, implementation workstreams and similar.

  • Identify and assess compliance risks and execute a compliance monitoring program adjusted to that risk assessment, assess adequacy and effectiveness of these controls, compile and maintain Compliance policies and procedures; propose actions to address any deficiencies; conduct training to local staff as required.  

  • Prepare annual and periodic reports for internal stakeholders and regulatory authorities.

  • Support the Head of Compliance Europe and Asia Pacific with tasks relating to Compliance for Hines entities in Singapore, Hong Kong, Australia or other locations as required from time to time

  • As a member of the Hines global compliance team act as liaison to other members of the compliance team to respond to ad hoc compliance queries from APAC region colleagues.
  • Work with other members of the global compliance team on training requirements for regulated employees in Japan.

  • Be a collaborative member of both the Hines Japan and and support other departments like Hines HR or Hines IT with Japan related tasks from time to time.

Requirements

Minimum Requirements include:

 

  • Bachelor's degree

  • 7+ years asset management compliance experience, which must include experience of the Japanese FIEA and the relevant FSA licenses described above. Experience in private markets, especially real estate preferred.

  • Participation in the Japan Investment Management  Association of Japan (Shisan Unyougyo Kyokai) and Type II Financial Instruments Firms Association (Dai Nishu Kinyu Shohin Torihikigyou Kyoukai) /or participation in industry working groups.

  • Working knowledge of MAS regulatory environment would be beneficial.

  • Excellent verbal and written communication skills in English and Japanese is essential.

  • Good communication and influencing skills to build relationships with individuals at all levels.

  • Willingness to work collaboratively across functions, in a team environment.

  • High level of initiative, the ability to act independently using sound judgment.

  • Meticulous attention to detail, strong organizational skills and ability to meet deadlines

  • Strong analytical and problem-solving skills.
