Project Context and Scope

The Green Skills Corridor (GSC) has evolved through collaboration between Labour Mobility and Climate Action and Mobility Regional Thematic Units at IOM Regional Office for Middle East and North Africa (MENA), beginning with policy research on the links between skills-based labour mobility and climate change in MENA, followed by a green-skills needs assessment in Tunisia and analysis of how Skills Mobility Partnerships can support skills development and climate adaptation in the Gulf Cooperation Council. Three regional dialogues convened since 2024 have further advanced the transition from policy foundations to practical, scalable implementation. These dialogues were  supported by the Danish-funded IOM Climate Change and Migration Data (CCMD) Programme.

The GSC and accompanying Human Capital Investment Framework (HCIF) provide an integrated mechanism for operationalizing the Route-Based Approach (RBA). They connect green-skills development, labour-market matching, industry-recognized certification, fair recruitment, legal mobility pathways and sustainable investment. The initiative is initially focused on Egypt, Morocco and Tunisia, with priority sectors including renewable energy, controlled-environment and climate-smart agriculture, waste management, circular economy and green hydrogen.

The GSC advances the RBA through two mutually reinforcing pillars. First, it expands safe, regular and demand-driven labour mobility pathways by linking certified workers with verified employment opportunities in countries of origin and destination. Second, it addresses structural drivers of irregular migration by investing in Technical and Vocational Education and Training (TVET) modernization, employability, green jobs, labour-market institutions and human capital in origin communities. The HCIF aims to mobilize blended finance from governments, development finance institutions, climate finance, employers and private investors, moving beyond stand-alone donor-funded pilots toward a scalable investment model that supports coordinated interventions across countries of origin and destination and contributes to reducing the structural drivers of irregular migration. 

The consultancy builds on activities under CCMD, particularly resilience building to climate-related mobility risks, expanded access to climate-adapted and environmentally sustainable livelihoods, and support for safe, regular migration options along key migration routes. Through the GSC and HCIF, the consultancy will help translate these objectives into scalable programme and investment opportunities linking countries of origin and destination. The mobilization of blended finance through the HCIF will also support the sustainability of activities under CCMD following programme closure.  

Guided by outputs from the CCMD funded workshops on Regular Pathways for Climate Action, this consultancy will support development of technical guidelines and recommendations. It will also support implementation of these same guidelines and recommendations through proposal development, investment preparation, partnership engagement and resource mobilization for the GSC and HCIF. The senior consultant will undertake the work under the supervision of Senior Regional Thematic Specialist (RTS) for Labour Mobility (LMD) and in close coordination with the RTS for Climate Action and Mobility, the Regional Project Development Officer, and IOM Country Offices, and other relevant regional, country and HQ colleagues.

Organizational Department / Unit to which the Consultant is contributing

Labour Mobility (LMD) Regional Thematic Unit (RTU) in coordination with Climate Action and Mobility RTU and Regional Project Development Office. The consultancy will be supported under the CCMD programme.

 

Tasks to be performed under this contract

  1. Strategic Technical Guidelines and Recommendations

               . Produce strategic technical guidelines and recommendations to support the advancement and                           scaling of the GSC and HCIF, including guidance on investment readiness, financing, partnerships,                  employer engagement, implementation, and institutional coordination.

  1. Implementation of Recommendations 

             . Support the implementation of the strategic technical guidelines and recommendations through the                   following processes:

                i. The Rome Process / Mattei Plan Financing Facility (RPFF) Technical Assistance Window,                                including with consultations and coordination with Egypt, Morocco, and Tunisia through IOM                          Country Offices. 

               ii. The Regional Public Good, including the programme framework for expanding the North Africa                       GSC to Mauritania and selected West and Central African countries.

               iii. The Mastercard Foundation, ensuring alignment between the MENA component, the GSC, the                          HCIF, the RBA and the overall continental programme architecture through technical narrative,                        results framework and indicative budget.

               iv. The 2027 Action Plan of the EU Pact for the Mediterranean.

     3. Coordination and Knowledge Management

  • Coordinate internal and external stakeholder engagement to advance the GSC and HCIF, including collaboration with governments, development partners, employers, and investors.

  • Identify priority employers and develop an employer engagement strategy outlining potential pathways for employer participation, co-investment, demand validation, and employment opportunities under future phases of the GSC/HCIF model.

  • Ensure the quality, coherence, and compliance of all deliverables with IOM standards and strategic priorities, including protection, inclusion, safeguards, and national ownership.

 

The Senior Consultant will ensure that relevant proposals and investment initiatives draw on available evidence and lessons from the CCMD programme and demonstrate their contribution to climate resilience, sustainable livelihoods, safe and regular mobility, and reduced risks of irregular migration.

Performance indicators for the evaluation of results

  • Timely delivery of high-quality proposals, budgets, pitches and engagement products that respond to the requirements and feedback of relevant financing partners.

  • Clear articulation of how preparatory activities lead to investment-ready and bankable GSC/HCIF operations under the RBA.

  • Effective coordination across RO units, Country Offices, government counterparts, UN partners, financing institutions, employers and investors.

  • Ability to work independently, manage multiple time-sensitive workstreams and incorporate feedback from diverse stakeholders.

  • Quality, coherence and practical usability of the final handover package and resource-mobilization pipeline.

Requirements

  • Significant experience in labour mobility, skills development, workforce development, employment, economic development, or related fields, preferably in the MENA region. 

  • Demonstrated experience in programme development, resource mobilization, proposal development, and engagement with development finance or other funding partners. 

  • Proven ability to engage governments, MDBs, IFIs, donors, UN agencies, private-sector partners, employers, investors, and other strategic stakeholders. 

  • Strong analytical, strategic planning, drafting, negotiation, stakeholder engagement, and presentation skills, with the ability to manage multiple priorities and deliver under tight deadlines. 

  • Experience working with UN agencies and/or international organizations on programme implementation and management, and partnership building, or policy engagement initiatives is strongly desirable.  

     

For this consultancy, Excellent written and spoken English; Arabic and/or French is an asset.

Responsibilities
