Under the direct supervision of Chief of Mission of CO w/ Coord Function, the Information Management Officer will be responsible for planning and overseeing information management activities in relation to IOM’s programmatic response in the North Pacific, including Federated States of Micronesia, Republic of Marshall Islands and Palau.

  1. Plan, design, implement and supervise an integrated mechanism for data and information management across all activities to ensure effective and efficient processes and data flows that deliver timely, accurate and reliable information for operational, monitoring and reporting purposes. 
  2. In close coordination with the ITC team in Manila, coordinate the functional design and development of relevant information systems, including the CCCM portal, the DTM portal and application tools, and other databases required to manage the implementation of information management mechanisms. 
  3. Supervise data collection processes in sub-offices and overall data management activities including encoding, storing, processing and support to the analysis of the collected data and information. 
  4. Ensure timely preparation and generation of information products, and support information sharing and dissemination to all relevant channels. 
  5. Identify data and information gaps relevant to the emergency response operation and prepare or contribute to the preparation of project proposals aiming to address such needs. 
  6. Develop and conduct training modules for stakeholders as required for the implementation of information management mechanisms to ensure a smooth roll out. 
  7. Provide technical advice, guidance and solutions to the information management staff in the suboffices; facilitate planning and monitor compliance with established standards. 
  8. Participate in the relevant UN working groups. Support liaison with external partners as well as other IOM organizational units in relation to information management needs and coordination. 
  9. Hire, mentor and train information management colleagues, and support them in delivering information management capacity-building and training to humanitarian partners and developing related training materials. 
  10. Support effective implementation of ongoing projects; ensure regular monitoring as per agreed timelines; prepare project status and progress reports. 
  11. Promote the use of Geographic Information Systems (GIS) mapping by ensuring data collection has relevance to GIS coding. 
  12. Develop and enhance the integrated methodology for data collection and information packaging as required and needed by programmes. 
  13. Perform such other duties as may be assigned.

Requirements

  • Master’s degree in Information Management, Computer Science, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • Bachelor’s degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

  • Experience in management of information flows and data management including collecting, storing, verifying, validating, processing, and analyzing data to generate information products;
  • Experience in emergency and recovery humanitarian operations and familiarity with the humanitarian cluster systems, and camp management technical guidelines, standards, and indicator;
  • Experience in the development and management of database applications;
  • Experience in advanced data visualization and information design skills; and,
  • Prior work experience with IOM or the UN System is an advantage.
  • Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality reports;
  • In-depth knowledge of the latest technological developments in information technology and information systems;
  • Demonstrated understanding of different data collection methodologies;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis and vice versa;
  • Ability to formulate IM-related technical requirements and Operating Procedures;
  • Advanced data visualization and information design skills;
  • Ability to provide technical leadership in the context of partnership building and consensual decision making; 
  • Ability to deliver technical training to different audiences; and,
  • Previous work in the Pacific is a distinct advantage.

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
