Join Keystone Solutions as a consultant for a long-term mission with our client, a federal, independent administration responsible for assessing international protection requests in line with Belgian, European, and international standards. The program you will support is a major modernization initiative called eDossier, composed of multiple projects with a tight delivery timeline through at least the end of 2028. As a Keystone Solutions consultant, you will operate within the client’s expert team to coordinate, design, and implement secure, robust solutions while ensuring disciplined Scrum/Agile delivery. This is a hands-on role with a strong emphasis on engineering excellence and delivery leadership; it is not a pure lead or pure advisory position, nor an agile coach role.
This position is delivered under Keystone Solutions’ consultancy model. You will work closely with the client’s stakeholders and expert teams, primarily on site, applying Keystone’s consulting practices to drive outcomes. The role requires strong on-site collaboration (minimum three days per week at the client site) to foster team spirit and velocity. Contracts are for a fixed term, immediately terminable, and can be extended based on positive evaluations; the mission is planned to run at least until the end of 2028.
Responsibilities

- →Guide the team across the full stack and the overall IT design solution to create secure and robust solutions, bring applications into production, and maintain them in collaboration with peers.
- →Act as Scrum/Agile Delivery Master, contributing to all sprint events (planning, refinements, retrospectives, demos, dailies).
- →Co-create and maintain a medium- and long-term release calendar for multiple initiatives, factoring in external dependencies, short-term focus, and forward-looking projections.
- →Continuously develop your own expertise while gathering, updating, and disseminating knowledge about new tools and practices within the team.
- →Apply strong analytical and problem-solving skills to tackle complex challenges and deliver effective solutions.

Requirements

- 10+ years of hands-on experience with API design/definition and development.
- 10+ years of hands-on experience with microservices development and integration.
- 10+ years of hands-on Java SE experience.
- 5+ years of hands-on experience with Java SE 10+.
- 5+ years of hands-on experience as a Scrum/Agile Delivery Master, optionally combined with roles as a Java developer or software architect, in greenfield software projects using APIs, microservices, eventing, and cloud.
- 5+ years of hands-on experience with event-driven architecture and systems (event sourcing and event handling).
- 5+ years of hands-on experience implementing agile frameworks such as SAFe and LeSS.
- 5+ years of hands-on experience with software design (cloud, APIs, microservices, eventing).
- 3+ years of hands-on experience as a Scrum/Agile Delivery Master in cloud-native software projects.
- 3+ years of hands-on experience with Azure DevOps for managing agile software/solution delivery.
- Ability to propose alternative solutions and make recommendations that account for the broader context.
- Excellent listening skills, flexible attitude, and the ability to communicate with both technical and non-technical stakeholders.
- Knowledge and use of Behavioral- or Domain-Driven Design, Development, and Testing is a plus.
- Knowledge of the Angular framework is a plus.
- Not a fit if seeking a pure lead and/or pure advisory function. Emphasis is on hands-on coordination, follow-up, adjustment, design, and implementation.
