The Senior Security Project Manager leads complex SCIF/SAPF and secure-facility projects from planning and design through construction, testing, accreditation, and closeout. The role integrates project management, security requirements, construction, accreditation, TEMPEST coordination, and customer engagement to ensure successful project delivery.

The Sr. Security Project Manager works directly with government customers, AOs, security authorities, SSOs, PSOs, CPSOs, designers, contractors, and technical SMEs to identify risks, resolve issues, and ensure security requirements are effectively incorporated into project execution.

The position requires substantial experience in secure-facility construction and security management, with strong knowledge of ICD 705 and applicable security requirements. The Sr. Security Project Manager is responsible for accreditation readiness and documentation, project-level TEMPEST coordination, and managing the associated impacts to scope, schedule, cost, risk, and construction.

Extensive SCIF/SAPF construction site experience is required. Experience serving as an SSM or in an equivalent security-management role is strongly preferred.

This is a hybrid role with the primary worksite located near Denver, CO. Candidates in all locations will be considered, but travel will be required for the role. 

 

Responsibilities

  • →Independently manage complex, high-priority, and strategically important SCIF/SAPF and secure-facility projects.
  • →Maintain accountability for project scope, schedule, budget, quality, risk, customer satisfaction, security requirements, and accreditation outcomes.
  • →Develop and maintain integrated project execution plans connecting security requirements, design, procurement, construction, testing, accreditation, and closeout activities.
  • →Lead project-level security-management coordination with Security Consultants, security SMEs, customer security stakeholders, and government personnel.
  • →Apply practical and comprehensive knowledge of ICD 705 and applicable Department of War (DoW), Intelligence Community (IC), and other applicable security requirements.
  • →Lead security requirements through all phases of the project lifecycle, including planning, design, construction, testing and verification, accreditation, and closeout.
  • →Lead accreditation-package development and readiness, including document completeness, internal reviews, customer and AO comments, corrective actions, revisions, and submission milestones.
  • →Work directly with AOs, security authorities, government security personnel, customers, designers, contractors, construction teams, and technical SMEs to resolve security and accreditation issues.
  • →Lead project-level TEMPEST coordination and manage associated impacts to design, construction, documentation, testing, schedule, cost, and risk.
  • →Identify when security or TEMPEST matters require specialized technical escalation and ensure decisions, assumptions, mitigation measures, and resolutions are appropriately documented.
  • →Proactively identify and manage security, accreditation, construction, schedule, cost, and technical risks before they adversely affect project execution or accreditation.
  • →Lead complex customer, security, construction, and project meetings and communicate project requirements, decisions, risks, status, and action items clearly and professionally.
  • →Provide senior-level field leadership during SCIF/SAPF construction activities and coordinate the resolution of security-related site issues.
  • →Review project deliverables and documentation for completeness, accuracy, compliance, and readiness for customer and accreditation review.
  • →Coordinate with project managers, construction personnel, security professionals, designers, and technical SMEs to ensure security requirements are incorporated into project execution.
  • →Mentor Project Managers and Junior Project Managers in project management, security management, accreditation, AO coordination, TEMPEST, customer engagement, and field execution.
  • →Support Program Managers with complex customer, security, accreditation, AO, construction, and technical matters.
  • →Lead or participate in cross-functional Tiger Teams and develop evidence-based recommendations for complex project or security issues.
  • →Contribute to PMO standards, processes, lessons learned, security-management practices, templates, tools, and reusable methodologies.
  • →Identify opportunities to improve project execution, security compliance, accreditation readiness, and customer satisfaction.
  • →Support proposals, capture activities, pricing development, solution development, technical approaches, and other business-development activities.
  • →Maintain professional relationships with government customers, industry partners, contractors, security authorities, and other project stakeholders.
  • →Perform other duties and responsibilities as assigned.

Requirements

  • A bachelor's degree in construction management, project management, engineering, security management, business administration, or a related discipline is preferred. Equivalent education, training, certifications, and professional experience may be considered in lieu of a degree.
  • Minimum 7–10 years of experience in physical and technical security with expertise in NISPOM, ICD 705, SAPF requirements, and other applicable national security policies.
  • Extensive knowledge of TEMPEST, RF Shielding, RF and Acoustic Testing, Technical Surveillance Countermeasures (TSCM), Protected Distribution Systems (PDS), CNSSI 7003, and UL 2050 standards.
  • Substantial progressive experience in secure-facility construction, SCIF/SAPF project management, security management, accreditation, or a closely related field is required. Senior-level experience independently managing complex secure-facility projects is strongly preferred. Strong analytical, project management, and communication skills with the ability to advise clients and internal teams on technical security matters.
  • Ability to obtain and maintain the required U.S. Government security clearance.
  • This position requires travel to support projects and customer engagements across the United States. Travel may include extended or long-term assignments at project locations, potentially requiring several weeks or months away from the employee’s primary work location, based on project needs and business requirements.
  • Ability to sit, stand, walk, climb ladders, and lift up to 25 pounds in office and construction environments.
  • Ability to safely work on active construction sites while wearing required Personal Protective Equipment (PPE), including hard hats, safety glasses, gloves, and steel-toed boots.
