NASA Federal Credit Union is seeking a Director of Financial Management to oversee all financial management duties, including general ledger reconciliations, tax reporting, internal and external audits, fixed assets and prepaids, CECL, employee payroll, and financial analysis and reporting for the Credit Union and its CUSOs.
The Director of Financial Management will establish, modify, document, and coordinate the implementation of accounting policies and internal control procedures. This position is responsible for ensuring compliance with organizational policies, procedures, and regulatory requirements for applicable functional areas, while maintaining an awareness of broader regulatory expectations within the banking industry.
The role will interface with senior staff to implement new products and services for members, while ensuring that general ledger setup and reporting conform to FASB, GAAP, and NCUA guidelines. Additionally, the Director will perform ongoing financial system reviews and lead system upgrades to improve efficiencies, including the integration of third-party interfaces into the core accounting system, and will coordinate with external auditors and regulatory examiners.
This position will require you to commute to our Corporate Office in Upper Marlboro, MD periodically.
- Remains cognizant of and adheres to Credit Union policies and procedures, and regulations pertaining to the Bank Secrecy Act.
- Ensures compliance with GAAP and interprets regulatory guidance to maintain several systems used in the operational management and analysis of financial data for NASA Federal and/or the Credit Union Service Organizations (CUSOs).
- Establishes, modifies, documents, and coordinates implementation of accounting and accounting control procedures.
- Directs and assists with Model Management reporting and projects.
- Oversees the quarterly and annual federal and state tax filings.
- Oversees and approves the NCUA 5300 Quarterly Call Report submission.
- Oversees CUSO transactions and preparation of CUSO Financial Statements.
- Ensures Business Continuity Plan is current, tested and documented.
- Oversees various Prepaid Expense and Accrual Reporting, Journal Entry postings and documented Variance Reviews.
- Manages the goals and scope for automation strategies and system tools to improve the Financial Accounting and reporting of the Credit Union’s results in these areas.
- Serves as key contact, while compiling accurate and complete data for internal and external audit teams as well as NCUA examiners.
- Supports the implementation of new products and services to our membership; while ensuring the general ledger setup and reporting conforms to FASB, GAAP and NCUA regulatory guidelines.
- Works closely with the Vice President/Chief Finance Officer to modify Financial Policies.
- Works closely with the Vice President/Chief Finance Officer and Vice President/Chief Administrative Officer on Executive Employee Retention Plans and Bonus Programs.
- Performs administrator duties for staff 401(k) and 457(b) retirement plans.
- Performs analysis and maintains metrics for Enterprise Risk Assessments.
- Serves as the Project Lead, Sponsor, and/or active member for several key department and organizational strategic initiatives.
- Oversees financial funding, settlement, and balancing for FinTechs, Loan Participations and 3rd Party Lending Channels.
- Oversees CECL Model Management reporting, stress testing and validation projects.
- Performs ongoing financial system reviews and system upgrades to incorporate efficiencies of third-party interfaces into our core accounting system.
- Oversees all financial management duties including General Ledger Reconciliations, Tax Reporting, Internal and External Audits, Fixed Assets/Prepaids, CECL, Employee Payroll, Financial Analysis & Reporting for the Credit Union and multiple CUSOs.
- Oversees the activities concerned with safekeeping, control, and accounting for assets and securities.
- Monitors tax code revisions and provides guidance to management.
- Bachelor's degree (B. A.) from four-year college or university in Finance or Accounting is preferred.
- Requires a thorough knowledge of the fundamental doctrines, theories, principles, and terminology of accountancy, and often entails some understanding of such related fields of business law, statistics and general management.
- Minimum of 7 years of management experience in Finance, Accounting or related fields.
- CPA license preferred.
