The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life.

The Environmental Engineer II position is a senior level engineering position in the Fayetteville Regional Office, Division of Air Quality. The primary purpose of this position is to serve as the permits coordinator. This position requires strong computer skills, excellent customer relation skills, independent judgment, decision-making ability, and adaptability to policy and regulatory changes.

Key Responsibilities:

• Serving as regional permits coordinator (PC), which includes: assisting the regional supervisor in setting priorities for regional permitting goals and working to accomplish these goals; reviewing the permitting activities for all facilities in the FRO including draft permits and permit reviews prepared by the staff to ensure a thorough and accurate evaluation of the applicability of rules and the ability for a given facility to comply with applicable standards/limits; assisting staff in determining the appropriate course of action when permitting issues are identified for facilities during permit application reviews, compliance inspections, or complaint investigations; and managing/tracking all data associated with the review of air permit applications and issuance of air permits.
• Writing the more complex non-Title V permits including performing the technical review and processing of the applications, which involves the technical review of engineering drawings, data and specifications, and industrial processes and determining the air emission parameters, applicability, and compliance status with respect to state and federal air regulations, the permitting requirements, and the emission limitations. Determining permit applicability at non-permitted facilities, preparing tax certifications, evaluating non-Title V annual emissions inventory reports in support of air permit renewals, and providing input to the development of appropriate site-specific permit conditions to ensure that permit limits are enforceable for Title V permits.
• Performing compliance inspections at the more complex (Title V) industrial facilities with air emission sources, as well as determining the applicability and compliance status with respect to state and federal air regulations, the permitting requirements, and the emission limitations. Writing technical reports, general correspondence, compliance letters, and enforcement reports. Must be able to climb ladders, be comfortable with heights, walk long distances and be on feet for long periods of time.
• Evaluating annual Title V emissions inventory reports and other periodic compliance report submittals, responding to citizen complaints, and conducting stack test observations. Must have a good sense of smell, hearing, and sight. The employee is also required to obtain and maintain visible emissions (EPA Method 9) certification in order to perform opacity evaluations.
• Serving as an advisor and consultant to air quality staff, industry representatives, state and federal agencies, and the general public on issues related to air quality and compliance; therefore, it is critical that the position holder be an accomplished communicator with an ability to interact with tact, consistency and sound judgment.
• A valid Driver’s License is required.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
