The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence.

The North Carolina State Bureau of Investigation (SBI) is seeking an experienced Senior Enterprise Application Engineer to join our Applications Team within the SBI Information Technology Section.

Primary purpose of position:
Build enterprise applications that support SBI operations, law enforcement, and the administration of criminal justice statewide. Work directly with business owners to define needs and independently deliver secure, reliable solutions from design through deployment.

Use AI-assisted software engineering and automation for research, development, testing, troubleshooting, and documentation, with accountability for the results. Partner with the Applications Architect to align solutions with enterprise architecture, integration, security, and data standards.

Own the full application lifecycle across on-premises and cloud environments, including operational support, continuous improvement, and the integration and modernization of established systems.

Key responsibilities include but are not limited to:
- Work directly with business owners and stakeholders to understand workflows, define goals and requirements, assess options, and establish acceptance criteria. Translate business needs into technical designs and implementation plans, and coordinate user acceptance testing and adoption.
- Independently design, develop, configure, integrate, test, and deploy enterprise applications across presentation, service, integration, and data layers. Create new solutions and enhance existing applications using appropriate technologies in on-premises, cloud, and hybrid environments.
- Use AI-assisted engineering tools, including coding assistants and agent-based workflows, for research, implementation, testing, troubleshooting, and documentation. Independently validate outputs for correctness, security, and maintainability, and apply agency requirements for data handling.
- Develop and support integrations and data exchanges with local, state, and federal partner systems. Assignments include the SBI's existing integration environment, including BizTalk, REST/SOAP web services, IBM MQ, and XML/XSD/XSLT, while evaluating appropriate paths to modernization.
- Coordinate architectural and integration decisions with the Applications Architect and other IT teams. Apply enterprise security, identity, data, and technology standards, conduct design and code reviews, and ensure solutions meet applicable regulatory and compliance requirements.
- Plan and execute releases and platform updates using version control, automated testing, and deployment practices. Prepare estimates, assess dependencies and change impacts, and document deployment, validation, rollback, and operational procedures to support reliable delivery and shared coverage.
- Own ongoing application health and effectiveness through monitoring, performance tuning, incident response, root-cause analysis, and continuous improvement. Provide advanced operational support and on-call coverage, share technical knowledge, and implement enhancements that sustain security, reliability, and business value.

Position/Physical Requirements:
- Must be able to work Monday to Friday, 8:00AM - 5:00PM.
- Must be a U.S. citizen due to security requirements for accessing SBI applications to which the person in this position must have access.
- Participation in an on-call rotation and after-hours response for critical incidents and planned maintenance may be required.

Salary Range: $91,600 - $136,000

 

Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management also prefers:

  • Demonstrated experience independently delivering enterprise application solutions from stakeholder discovery through design, development, testing, deployment, and ongoing support, including direct work with business owners and sound technical judgment.
  • Demonstrated experience using AI-assisted software engineering tools, including coding assistants and agent-based workflows, for research, development, testing, troubleshooting, documentation, and code analysis, with independent evaluation of outputs for correctness, security, and maintainability.
  • Demonstrated experience developing and supporting multi-tier applications using C# and the .NET/.NET Framework platform, including administering and troubleshooting application hosting components such as IIS and Windows Services.
  • Demonstrated experience designing and supporting relational database solutions using Microsoft SQL Server and T-SQL, including data integration or reporting with SSIS, SSRS, or Power BI.
  • Demonstrated experience developing and supporting enterprise integrations using REST and SOAP web services, message queues, and XML-based schemas and transformations. Experience with BizTalk, Azure Integration Services, Logic Apps, IBM MQ, or comparable platforms is preferred.

Bachelor's degree in computer science, or an IT related field or related technical degree from an appropriately accredited institution, AND six years of progressive experience in business application, business intelligence, or enterprise application consulting or development;


OR

Associate degree in computer science, or an IT related field or related technical degree from an appropriately accredited institution, AND seven years of progressive experience in business application consulting or development;


OR

High School or General Education Development (GED) diploma AND ten years of experience in business application, business intelligence, or enterprise application consulting or development;


OR

Equivalent combination of education and experience.
