​​This position is responsible for the complete execution of Capital Projects. It encompasses all aspects of project functions including project development, engineering/design, procurement, construction, budget/actual management and reporting, commissioning, startup and testing of capital projects that are required at new generation sites or OPC's existing power generation fleet with a capital expenditure over $10 million. This position may be responsible for managing multiple simultaneous projects. This position directs projects to ensure safety, environmental, budget, and schedule goals are met. This position may be responsible for the management of contracted project managers based on active project volume within the PMO.​

Works directly with Supervisor/Contractors/Project Team to ensure projects are delivered with cost and schedule certainty.

Identifies, manages, and mitigates project risks.

Works directly with Project Controls Specialist to ensure process alignment and proper project controls are implemented.

Works with Finance group to ensure costs are managed, change control is established and controlled, and that contingency is properly controlled.

Manages the development and delivery of capital projects to which he or she is assigned and focuses on the achievement of project cost and schedule objectives while achieving excellence in the areas of project safety and quality.

Manages assigned contracted project managers in the development and delivery of assigned capital projects.

Provides direct management and support to Project Team members, to include contracted project managers, throughout the project lifecycle.

Works closely with business unit contractor representatives to achieve project objectives.

Employee maintains transparent dialog with supervisor regarding progress and/or potentially impacts and delay opportunities. Continuously utilizes skills, knowledge, methods, practices, analysis, and reasoning to maintain project compliant with safety, quality, schedule, and cost objectives.

Provides improvements to policies & procedures to complete work to improve efficiencies, capture lesson learning and industry best practices

Ensures compliance with approved policies and procedures.

What You'll Do

Project Delivery and Execution

• Manage assigned capital projects through the full project lifecycle, including permitting, engineering, design, procurement, construction, commissioning, start-up, testing, and closeout.
• Develop, maintain, and execute the Project Execution Plan in alignment with applicable corporate standards, guidelines, policies, and processes.
• Navigate projects through required stage-gate deliverables, including estimates, schedules, risk assessments, approvals, and project documentation.
• Coordinate project stakeholders, working groups, consultants, contractors, and internal business partners to achieve project objectives.
• Define the project organization structure and identify the technical skills and resources needed for successful project delivery.
• Work with appropriate OPC leadership to assign qualified team members to the Project Team.
• Coordinate with Operations and Technical Services to ensure appropriate involvement in engineering design reviews, constructability reviews, start-up planning, commissioning, and project turnover.
• Incorporate applicable lessons learned and industry best practices into project planning and execution.

Project Controls, Financial Management, and Risk

• Manage the project controls function for assigned projects, including budgeting, estimating, scheduling, forecasting, reporting, information systems management, and cash-flow management.
• Partner with the Project Controls Specialist to ensure consistent processes and effective project controls are implemented.
• Work closely with Finance to manage project costs, establish and control change management processes, and appropriately manage contingency.
• Manage project scope, schedule, quality, cost, risk, contracts, and communications in accordance with approved project requirements.
• Identify, assess, track, mitigate, and communicate project risks, issues, scope changes, variances, contingencies, and benefits.
• Make timely decisions and take prompt action on issues that could impact project performance; escalate matters outside the role's authority or capability to the appropriate level of leadership.
• Approve requisitions, change orders, invoices, and other project-related documentation within delegated authority.

Safety, Quality, and Compliance

• Lead the Project Team in establishing proactive safety requirements and leading indicators throughout project design and implementation.
• Ensure contractor scopes of work include appropriate safety deliverables and requirements.
• Monitor contractor performance related to safety, schedule, cost, quality, and compliance with contractual obligations.
• Ensure projects meet applicable environmental, regulatory, quality assurance, records management, and corporate compliance requirements.
• Maintain open and transparent communication with leadership regarding project progress, potential impacts, delays, risks, and opportunities.
• Identify and recommend improvements to policies, procedures, processes, and systems that improve efficiency and capture lessons learned.

Leadership and Communication

• Provide direct management, guidance, and support to Project Team members throughout the project lifecycle.
• Manage assigned contracted project managers when PMO project volume requires additional project management resources.
• Build productive working relationships with business unit representatives, contractors, consultants, and internal stakeholders.
• Prepare clear, timely, and accurate project status reports, presentations, and briefings for OPC senior management and executive leadership.
• Promote an inclusive, innovative, and high-performing project environment focused on safety, quality, accountability, and continuous improvement.

What You Bring

Education and Experience

• Bachelor's degree in Engineering, Construction Management, Project Management, or a related field; equivalent relevant experience may be considered in lieu of a degree.
• Ten or more years of experience supporting major industrial, power generation, or capital projects.
• Ten or more years of project management experience, including at least five years managing complex projects.
• Experience managing capital projects or a project portfolio with values exceeding $10 million.
• Equivalent experience may include 14 or more years working at large power plants involving maintenance, capital projects, and budget management.
• Experience leading project teams and coordinating cross-functional stakeholders.
• Supervisory or resource-management experience, including hiring, orientation, training, development, workflow planning, and performance management, is preferred.
• Experience managing contracted project managers or external project resources is preferred.

Licenses, Certifications, and Technical Knowledge

• Project Management Professional (PMP) certification preferred.
• Proficiency with Microsoft Office Suite, including advanced Excel skills.
• Knowledge of project management systems, processes, software, and equipment, such as Primavera P6, Oracle, and Maximo.
• Knowledge of advanced project management principles, including Monte Carlo risk assessment.
• Understanding of industry best practices and standards, including PMI, AACE, and CMII.
• Ability to develop high-quality stage-gate deliverables with minimal revision.
• Ability to conduct risk assessments, participate in engineering design and constructability reviews, and apply project controls effectively.
