DSS RFQTS - LC4ISREW - Systems …
The Land Command, Control, Communications and Computing (Land C4) Program enables effective command and control, communications and information management systems that support decision superiority across Land and Joint Forces. The Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) Program modernises and sustains capabilities that provide situational awareness, targeting and electronic warfare effects in support of the Integrated Force.
Both programs are managed by the LC4ISREW Directorate within AHQ’s G8 – Systems and Integration Branch. The Capability Management Office provides program support, governance, strategy, procurement, finance and business intelligence services in accordance with the Defence Capability System.
Defence requires a Systems Engineering Manager to support systems engineering activities within the LC4ISREW capability portfolio. The Systems Engineering Manager will work as an integrated member of the Capability Management Office and provide specialist advice supporting capability development, acquisition, integration, sustainment, and modernisation activities.
The role will support the application of contemporary Systems Engineering practices to strengthen engineering governance, capability integration, technical assurance, and risk management outcomes across the portfolio. RFQTS (1)
Responsibilities
~2 min read- →Provide systems engineering management and technical leadership, coordinating engineering activities to support delivery of LC4ISREW capability outcomes.
- →Provide specialist engineering advice supporting capability management, capability development, acquisition, integration, and sustainment activities.
- →Support the application of contemporary Systems Engineering principles, methodologies and practices across the portfolio.
- →Supervise, coordinate and provide technical direction to Defence, APS and contracted engineering personnel as required.
- →Establish and coordinate engineering governance activities, technical review forums and engineering working groups.
- →Review technical artefacts, engineering documentation and contractor deliverables for completeness, quality and suitability.
- →Provide engineering assurance advice and support compliance with Defence engineering policies, standards, procedures and frameworks.
- →Identify, assess and manage engineering risks, issues and dependencies.
- →Assess system-of-systems integration requirements and capability dependencies.
- →Provide engineering advice supporting capability architecture, interoperability and technical integration activities.
- →Support the development and review of technical strategies, architectures, concepts, and planning documentation, and provide engineering input to future capability decisions.
- →Support the adoption and application of Model Based Systems Engineering (MBSE) methodologies across the LC4ISREW portfolio.
- →Provide advice on the use of MBSE to support requirements management, architecture development, integration planning, technical assurance and lifecycle management activities.
- →Lead and support engineering transformation activities that improve capability visibility, traceability, interoperability, and engineering governance outcomes.
- →Identify and assess opportunities to apply emerging digital engineering technologies, including automation and AI-enabled engineering tools, to improve engineering analysis, assurance and decision support.
- →Engage with Defence, Industry, DDG/DDA, and other stakeholders to support engineering outcomes and resolve technical issues.
- →Represent LC4ISREW engineering interests in technical, governance, and decision-making forums, including workshops and design reviews as required.
- →Contribute engineering expertise to capability planning, force modernisation and organisational design activities.

- Demonstrated experience in engineering governance, technical assurance, engineering risk management and engineering review activities.
- Demonstrated experience reviewing, assessing, and assuring complex technical documentation, engineering artefacts and contractor deliverables.
- Demonstrated experience engaging and influencing senior Defence, Government, Industry and technical stakeholders.
- Demonstrated understanding of, and experience applying, overseeing or advising on the application of Model Based Systems Engineering (MBSE) principles and methodologies.
- Demonstrated experience applying systems integration, interoperability and system-of-systems engineering concepts within complex capability environments.
- Demonstrated ability to provide senior technical and strategic engineering advice to decision-makers.
- Highly developed written and verbal communication skills, including the preparation of executive-level briefs, reports and recommendations.
- Tertiary qualifications in Systems Engineering, Engineering, Computer Science, Information Technology or a related discipline.
- Formal Systems Engineering qualifications, certification or professional accreditation.
- Formal training, certification or demonstrated practitioner experience in MBSE and/or relevant digital engineering tools and methodologies.
- Experience identifying, evaluating or applying emerging digital engineering technologies, including automation and AI-enabled engineering tools, to support engineering analysis, traceability, assurance or decision-making.
- Experience within Defence capability management, acquisition, integration or sustainment environments, or equivalent complex Government capability programs.
- Experience working within Land, Joint or Integrated Force capability environments.
- Project Management, Program Management or Engineering Management qualifications.
