JOB SUMMARY:
This position is part of Public Services Engineering, in the Engineering division. Provides high level management of technical personnel and projects. Manages and directs team that reviews on-site construction projects.

SUPERVISION RECEIVED AND EXERCISED:
Reports directly to and receives direction from the Director of Public Services.

Liaison between City personnel, contractors, and consultants. Performs personnel functions, such as evaluating subordinate performance, interviewing prospective personnel, and training subordinates.

EXAMPLES OF     IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other
important duties and responsibilities may include, but are not limited to, the following:
Essential Duties and Responsibilities:
Provides high level management of technical personnel and projects. Manages and directs team that reviews on-site construction projects.

Manages the Houston Water on-call construction contract responsible for the contract submittal process, issuance of job site work orders, field inspections, budget control and invoicing.       ·

Maintains construction records and monthly progress reports for Senior management. Provides input for departmental decision-making and planning.

Manages the Developer Participation Contracts (DPC), ensuring, issuance, compliance, site inspection, and close out of the contracts.
Responds to complaints or inquiries from citizens, City officials or outside agencies. Interfaces with departments and outside agencies or firms to discuss projects and programs.

Establishes goals, develops and evaluates performance of personnel and/or projects.

Manages on-site project field inspections and investigations, plan review, review all utility agreements, Consent to Encroach applications, the City's plat review for connection to the City's infrastructure.

Manages a safety impact team that drives city vehicles ensuring that all City vehicles are maintained, and asset management is completed.

Serves as liaison between City personnel, contractors, and consultants. Performs personnel functions, such as evaluating subordinate performance, interviewing prospective personnel, and training subordinates.

Perform other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
  • Communicate effectively, both orally and in writing.
  • Provide monthly productivity reports.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS
  • The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
  • There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions.
  • The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
  • Bachelor’s degree in architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position.
  • Considerable knowledge of design or construction is required.
Experience:
  • Six (6) years of experience in construction, construction inspection, design, landscape design, geo­ technical, environmental or a closely related field are required.
  • Directly related professional experience may be substituted for education requirements on a year-for-year basis.
Training:
    • Preferences will be given to candidates who have had management or leadership experience and have led a team with direct reports, have had experience dealing with the public, and have previously implemented innovative process improvement initiatives.
Licensure or Certification:
  • Must possess or be able to obtain by the time of hire, a valid Class "C" Texas driver's license.
  • PE Registration with Texas Board is preferred but not required.
