The Plumbing Permit Specialist is responsible for managing and coordinating all plumbing permit activities throughout the Commonwealth of Massachusetts. This role ensures compliance with Massachusetts plumbing regulations, municipal permitting requirements, and company policies. The Plumbing Permit Specialist serves as the primary liaison between internal teams, licensed plumbers, local authorities having jurisdiction (AHJs), and customers to obtain permits, coordinate inspections, and maintain accurate compliance records.

The ideal candidate possesses strong knowledge of Massachusetts plumbing regulations, exceptional organizational skills, and the ability to effectively manage multiple permit requests across numerous municipalities.

Required 
  • High school diploma or equivalent.
  • 3+ years of experience in permitting, compliance, construction administration, plumbing operations, or related field.
  • Knowledge of Massachusetts permitting processes and municipal requirements.
  • Experience coordinating with licensed plumbers, contractors, or regulatory agencies.
  • Strong organizational and project management skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite, including Excel and Outlook.
  • Ability to manage multiple projects and competing deadlines.
  • Preferred
  • Associate's or Bachelor's degree in Business, Construction Management, Project Management, or a related field.
  • Experience working with Massachusetts plumbing permits.
  • Knowledge of 248 CMR and Massachusetts plumbing regulations.
  • Experience with permit tracking software and compliance management systems.
  • Prior experience in water treatment, filtration, construction, plumbing, or facilities industries.

    Requirements

    • Ability to work primarily in an office environment.
    • Occasional travel to municipal offices, customer locations, or project sites.
    • Ability to remain seated for extended periods while managing documentation and permit systems.
    • Prepare, submit, track, and obtain plumbing permits from Massachusetts cities and towns.
    • Coordinate permit applications with licensed Massachusetts plumbers and contractors.
    • Review project scopes to determine permit requirements and applicable regulations.
    • Monitor permit statuses and proactively resolve permitting delays.
    • Maintain permit renewal schedules and expiration tracking.
    • Ensure permit documentation is complete, accurate, and submitted in a timely manner.
    • Maintain knowledge of Massachusetts plumbing codes, regulations, and permitting requirements.
    • Verify projects comply with state and local plumbing requirements before work begins.
    • Monitor regulatory changes and communicate impacts to operations teams.
    • Ensure all work requiring licensed plumbing services is properly permitted.
    • Support internal compliance audits and corrective action initiatives.
    • Schedule required inspections with local municipalities.
    • Coordinate inspection readiness with field service teams and licensed plumbers.
    • Track inspection outcomes and ensure deficiencies are corrected promptly.
    • Obtain and maintain inspection approvals and close-out documentation.
    • Partner with Operations, Field Service, Sales, and Project Management teams to support installations and remediation projects.
    • Provide permit-related guidance during project planning and execution.
    • Identify permitting risks that may impact project timelines or customer commitments.
    • Assist in developing permit process improvements and standard operating procedures.
    • Maintain permit databases and records management systems.
    • Ensure permit files contain all required approvals, licenses, inspection reports, and supporting documentation.
    • Generate reports on permit activity, turnaround times, approval rates, and compliance metrics.
    • Support internal and external audits by providing documentation and records.
    • Serve as the primary point of contact for municipalities regarding permit applications and inspections.
    • Communicate permit requirements, statuses, and timelines to internal stakeholders.
    • Build and maintain positive working relationships with local permitting offices and inspectors.
    • Escalate issues that may impact project schedules or regulatory compliance.
