Rowan Digital Infrastructure is looking for a Senior Manager, Regulatory Affairs, Energy Markets & Transmission to serve as Rowan’s lead subject matter expert on PJM and wholesale electricity market policy, providing strategic guidance on regulatory developments that impact data center development, energy supply, transmission access, reliability, interconnection, and large-load service. This role requires a highly skilled regulatory professional with deep experience navigating PJM stakeholder processes, developing policy positions, drafting comments and filings, and influencing outcomes through effective stakeholder engagement.
This individual will lead Rowan’s engagement with PJM, FERC, NERC, MISO, SPP, and key state public utility commissions, while translating complex regulatory and market developments into actionable business strategy for senior leadership and project teams. The ideal candidate combines strong technical and policy expertise with an established network of relationships across PJM, utilities, regulators, market participants, and industry stakeholders. They will serve as Rowan’s primary advocate and trusted advisor on regional transmission organization and utility regulatory matters, helping to position the company to anticipate risk, shape policy outcomes, and support long-term growth across priority markets.

Serve as Rowan’s lead expert on PJM market rules, transmission planning, interconnection, reliability, and large-load policy. Track and influence key proposals and regulatory filings

Represent Rowan in PJM stakeholder processes. Develop policy positions, build coalitions, and engage stakeholders to advance company priorities

Draft comments, filings, and policy positions before PJM, FERC, RTOs/ISOs, and state commissions. Coordinate input from internal and external stakeholders

Monitor and engage on FERC and NERC proceedings affecting large loads, transmission, interconnection, reliability, market design, and cost allocation

Partner closely with Energy, Origination, Site Development, Engineering, Legal, Commercial, and executive leadership teams to evaluate regulatory risks and opportunities, develop company policy positions, and ensure regulatory strategy is aligned with business objectives

Support regulatory strategy across MISO, SPP, and other organized markets. Monitor emerging policy developments and business impacts

Lead engagement before state utility commissions in priority PJM states
Bachelor’s degree in a related field and 7+ years of relevant experience in in wholesale electricity markets, utility regulation, energy policy, or a related field
Demonstrated experience working directly with PJM proposals, market rules, manuals, stakeholder processes, and committee structures
Experience drafting or materially contributing to comments, filings, or stakeholder positions on PJM, FERC, RTO/ISO, or state commission matters
Experience participating in PJM stakeholder working groups and committee meetings, with the ability and willingness to attend key meetings in person
Strong understanding of electric market design, transmission planning, interconnection, resource adequacy, reliability, cost allocation, and utility regulation
Ability to analyze complex technical and regulatory materials and translate them into clear commercial impacts, strategic options, and executive recommendations
Experience managing multiple projects simultaneously
Strong written and verbal communication skills with experience preparing memos, briefings, or presentations
Experience using tracking tools, data systems, or AI enabled tools to improve workflow efficiency is a plus
Ability to work effectively in a fast-paced and highly cross-functional environment
Ability to travel regularly for PJM meetings, regulatory proceedings, industry events, and stakeholder engagement
