About Urban Planning & Design Technology Centre of Excellence (URBEX)
Over the years, URA has spearheaded efforts to strengthen urban planning and design workflows through the application of urban science, geospatial and data analytics, modelling and simulation (M&S), and AI technologies. In 2022, URA was designated as the Whole-of-Government (WOG) Urban Planning & Design Technology Centre of Excellence (URBEX), to lead the planning and design sector in building up these strategic capabilities.
About Design and Planning Lab (DPLab)
The Design & Planning Lab (DPLab) is a multi-disciplinary team in URA which drives URBEX efforts. In recognition of our work, URA was conferred the Excellence Award for ePlanner at Geospatial World Forum 2026, recognising URBEX’s exemplary usage of geospatial tools and solutions in Smart City and Urban Planning. In 2024, URA received the 2024 Esri Special Achievement in Geographic Information System (GIS) Award for demonstrating vision, leadership and innovation in the use of GIS technology, as well as the Esri Singapore GeoInnovation Award for being amongst Singapore’s most progressive organisations in the use of geospatial solutions to transform the future. Our flagship product, ePlanner (a web-based geospatial platform that brings digital planning tools to WOG) also won the Excellence Award at the Singapore Public Service’s Science, Technology and Engineering Conference 2024.
In DPLab, you will work alongside talented individuals with expertise in wide-ranging domains including data policy, governance, strategy and engineering, product strategy, business analysis, software engineering, cloud engineering, urban design technologies, data science, AI/Machine Learning, and M&S. You will also work closely with planners, architects, and policymakers to co-create digital solutions that contribute to enhancing the liveability, sustainability and resilience of our city-state.

Responsibilities
~1 min readAs Data Product Manager, you will drive the development of data products and workflows that integrate land and space information from different sources, working with planners, agencies and development teams to deliver solutions that meet user needs and broader organisational objectives.
Key Responsibilities
- →Bridge planners, stakeholders and development teams to understand user workflows and needs, translate them into actionable requirements, and facilitate the timely prioritisation and delivery of product enhancements.
- →Maintain an enterprise-level view of the data products, balancing individual user needs with broader strategic objectives, organisational priorities and dependencies across related initiatives.
- →Shape and support the implementation and ongoing development of Land and Space data products, working with Product Owners and development teams to ensure solutions are fit for purpose and aligned across user groups.
- →Drive the development and adoption of common data standards and improved business processes, working across agencies and stakeholders to enable more consistent and effective use of land and space data.
- →Undertake data management and governance efforts, including refining metadata and data models, coordinating data pipelines with source agencies and technical teams, and obtaining the necessary governance clearances for data changes.
Knowledge
- Familiarity with GIS and spatial technologies, particularly Esri tools (e.g. ArcGIS Pro, Enterprise, Workflow Manager).
- General understanding of system and data architecture, including applications, data platforms and integrations.
- Strong understanding of end-to-end data management, including acquisition, transformation, storage, modelling, metadata, quality, governance and security.
- Understanding of SQL, Python and data integration tools such as FME.
- Understanding of enterprise data governance, classification and security requirements.
- Preferred awareness of urban planning issues, practices, and emerging spatial and digital technologies.
- Preferred knowledge of cloud platforms (e.g. AWS, Azure).
- Preferred knowledge of data visualisation and dashboarding tools.
- Preferred understanding of AI applications (e.g. agents, RAG, knowledge base).
- Preferred understanding of Design Thinking, Service Design or UI/UX principles.
Skills
- Strong stakeholder management and facilitation skills.
- Able to translate business and planning needs into clear and actionable technical requirements for the development team.
- Able to balance enterprise-level and user-centric priorities
- Strong business analysis, systems thinking and problem-solving skills.
- Strong project and delivery management across multiple workstreams, priorities and dependencies.
- Strong written and verbal communication skills, including the ability to present and facilitate discussions with both technical and non-technical audiences.
- Able to coordinate across agencies, users and data engineers to establish reliable recurring data pipelines and improve data management practices.
- Familiarity with tools such as Jira and Confluence.
- Preferred Agile experience or certification (e.g. CSM, CSPO).
- Preferred data management certification (e.g. CDMP/DAMA-CDMP).
