The Hilltop Institute 

The Hilltop Institute conducts research and policy analysis to support health care financing and delivery system reform in Maryland and other states. With access to an extensive onsite data repository that includes Medicaid and Medicare administrative data, hospital discharge data, nursing home assessment data, and all-payer claims data, Hilltop conducts qualitative and quantitative analysis to inform health care payment, program design, monitoring, and evaluation. Widely recognized for its expertise in Medicaid, Hilltop is at the forefront of national efforts to find data-driven solutions to complex problems facing state policymakers.

Position Overview:

The Hilltop Institute is seeking a Policy Analyst or Senior Policy Analyst (internal title Fiscal Analyst, DDA Analytics and Policy) to join the Aging & Disability Studies team. 

The DDA Fiscal (Policy) Analyst will support Hilltop’s financial and analytic work for the Developmental Disabilities Administration (DDA) by providing accounting expertise, financial monitoring and projections, and fiscal interpretation of program data. This role works closely with analytic and policy staff to ensure financial information is accurate, well-documented, and appropriately integrated into analytic products and decision-support materials.

Responsibilities:

The successful candidate will perform tasks such as:

  • Accounting and financial monitoring activities related to DDA programs and services with a focus on budget variance analysis and forecasting, deficiency appropriation tracking, and provider payment reconciliation.
  • Reviewing and interpreting financial data related to service utilization and expenditures.
  • Supporting development and maintenance of real-time spending dashboards with forecasting and monthly variance reports.
  • Ensuring accuracy, consistency, and documentation of financial data used in reports and dashboards.
  • Supporting audit readiness and responses to financial data requests from DDA or MDH.
  • Providing oversight of annual General Ledger data collection.
  • Other duties as assigned.
Required Minimum Qualifications:

This position is available at two different levels based on qualifications and experience.

  • Requires a Bachelor's degree in accounting, finance, or a closely related field and at least 3 years of relevant experience.
    OR
  • Master's degree in accounting, finance, or a closely related field and 1 year of experience
    OR
  • PhD and 0 years of experience.
  • Requires a Bachelor's degree in accounting, finance, or a closely related field and at least 7 years of relevant experience.
    OR
  • Master's degree in accounting, finance, or a closely related field and 5 years of experience
    OR
  • PhD and 2 years of experience.

Must have professional experience in accounting, financial analysis, or fiscal monitoring; experience working with complex financial datasets and ensuring accuracy, reconciliation, and documentation; experience collaborating with non-accounting staff, such as analysts or program personnel, to support reporting or analysis; experience with Medicaid, waiver programs, or publicly funded human services programs for individuals with intellectual and developmental disabilities; experience supporting audits, financial reviews, or oversight activities; experience integrating financial data into analytic or program evaluation workflows; experience working in a government, research, academic, or consulting environment; and healthcare payer finance experience.

Preferred Qualifications: 

The ideal candidate will also possess the following preferred professional and interpersonal competencies:

  • Master's degree in accounting, finance, public finance, or related discipline;
  • CPA licensure or progress toward CPA certification;
  • well-honed problem-solving skills;
  • ability to communicate verbally and in writing to diverse audiences;
  • ability to work in multi-disciplinary teams and be flexible in a fast-paced environment;
  • and excellent interpersonal skills.

Salary:

Salary: Policy Analyst - $70,000 to $82,000; Senior Policy Analyst - $117,000 to $133,000 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
