The Hilltop Institute conducts research and policy analysis to support health care financing and delivery system reform in Maryland and other states. With access to an extensive onsite data repository that includes Medicaid and Medicare administrative data, hospital discharge data, nursing home assessment data, and all-payer claims data, Hilltop conducts qualitative and quantitative analysis to inform health care payment, program design, monitoring, and evaluation. Widely recognized for its expertise in Medicaid, Hilltop is at the forefront of national efforts to find data-driven solutions to complex problems facing state policymakers.

The Hilltop Institute is seeking a Senior Data Visualization Specialist to join its Technology Innovation team.

UMBC offers competitive compensation. This role offers $85,571 and has over 4 weeks of vacation for regular full time roles. Tuition remission is also available.

Hybrid position; part time telecommuting available

The incumbent will:

• Work with analytical staff by programming and coding visualization tools to advance Hilltop's data visualizations capabilities.
• Troubleshoot program malfunctions and errors and conduct root cause analysis
• Update and maintain computer programs and database to handle storage, retrieval, and visualization of data
• Support programming manager, analysts, programmers.
• Test computer and data visualization programs and software applications to ensure accuracy
• Document, write, and record programming instructions
• Assist other staff in defining technical issues with software and databases
• Use Hilltop databases to program basic dashboards with tables and graphics to provide static and exploratory reporting functionality to support the Maryland Department of Health.
• Perform basic SQL queries and database promotion with other internal Hilltop resources.
• Analyze different software/database tools and upgrades and advise organization of pros/cons for expanding and modifying existing systems
• Perform uploads/downloads and do quality control work as needed.
• Program and customize Tableau and other platforms, and review other’s work.
• Perform SQL Server Management Studio (SSMS) database promotions and execute basic SQL queries
• Provide technical support on the Medicare Claims Analytic Tool (MCAT).
• Create and update visuals using knowledge of data for Encounter Data Validation, as needed by the analysts.
• Perform other duties as assigned

Requires a Bachelor’s degree and 2 years of experience with each of the following:

• performing SQL queries.
• data visualizations experience using Tableau or other data visualization platforms.
• Medicaid Management Information System (MMIS).
• performing SQL Server Management Studio (SSMS) database promotions.
• working with Medicare total cost of care data.
• evaluating encounter data quality submitted by Managed Care Organization (MCOs) as agreed upon by the Maryland Department of Health (MDH).
• working with Salesforce or other third-party software products to handle marketing and communications.

OR

Alternatively, requires a Master’s degree and demonstrated knowledge* of each of the following:

• SQL queries.
• data visualizations using Tableau or other data visualization platforms.
• Medicaid Management Information System (MMIS).
• SQL Server Management Studio (SSMS) database promotions.
• Medicare total cost of care data.
• evaluating encounter data quality submitted by Managed Care Organization (MCOs) as agreed upon by the Maryland Department of Health (MDH).
• Salesforce or other third-party software products to handle marketing and communications.

*Knowledge may be demonstrated through education, training and/or experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.
