UNICEF has worked in Venezuela since 1967, progressively broadening its support after the opening of a UNICEF Office in the country and the signing of the first cooperation agreement between Venezuela and UNICEF in 1991. UNICEF works in partnership with national and sub-national authorities, civil society, academia and the private sector.
UNICEF Venezuela (VCO) has completed its third year of a four-year Country Programme Document (CPD), which began in March 2023 and is currently scheduled to end in December 2026. To align with the UN Sustainable Development Cooperation Framework (UNSDCF) extension, a one-year extension is underway until the end of December 2027.
UNICEF Venezuela is adapting its country programme to a more resource-constrained and complex environment by prioritizing interventions that are sustainable, scalable, and equity-focused, while phasing out activities that are fragmented and have low impact. The overarching vision is to consolidate efforts in prioritized geographic areas, continue delivering life-saving interventions to address the increased humanitarian needs, while also strengthening systems, especially at the subnational level, and integrating humanitarian and development approaches. Climate resilience, gender equality, and evidence-based advocacy are cross-cutting priorities, ensuring no child is left behind.
The Implementing Partnership Management Specialist is responsible for providing technical and administrative support to ensure quality, effective and efficient management of implementing partnerships in the country office in line with respective operational policies, procedures and mainstreaming of risk-based implementing partnership management at the CO level. The Specialist ensures proactive implementation of efficient risk-based oversight of cash transferred to partners and ensures adequate capacities of UNICEF staff and partners for effective use of HACT in support of programme implementation.
- Support to implementing partnership management: Support the Deputy Representative and PRC in analyzing relevant information for the selection of strategic implementing partners, including capacity assessment, strategic relevance data analysis, and past trends on programme and financial performance. Provide technical support to the country office in the formalization of implementing partnerships with government, civil society organizations and other implementing partners in line with relevant policies, procedures and guidelines, including the CSO Procedure and guidance on work plans. Accompany the implementing partners in the correct implementation of partnership procedures. Evaluate the financial performance of implementing partners of the approved programmed documents to determine any corrective actions or risk mitigating measures to implement and ensure achievement of planned results. Ensure the quality and compliance with documentation requirements of new agreements or amendments of PCA, Micro Plans (Governments), Programme Documents and Simplified Programme Document with implementing partners. Participate as a Secretary in the PRC committee and document decisions made regarding new programme documents and amendment requests from implementing partners. Quality assurance of completion and updated information of IP documentation in UNPPand eTools. Provide technical and administrative support in the implementation of HACT in line with the HACT policy and procedure and other relevant organizational policies, procedures and guidelines, including the DFAM Policy 5: Cash Disbursements Supplement 3-Cash Transfers (HACT). This includes coordinating the preparation of CO annual assessments and assurance plan, facilitating its execution and coordinating with other adopting agencies as appropriate. Coordinate with and/or seek technical support of the Regional Office on implementation of the CSO and HACT procedures.
- Quality assurance: Contribute to the design of and implement quality assurance strategies/processes for the implementation of the CSO procedure. This includes processes to ensure that implementing partners are selected and assessed in accordance with the CSO procedure and that all documentation is in line with corporate standards as stipulated in the CSO procedure. Contribute to the design and implementation of quality assurance strategies/processes to ensure that HACT assessments and assurance activities are undertaken in accordance with corporate terms of reference and guidance and that appropriate follow-up action and escalation steps are taken as needed. Contribute to development and regular updating of SOPs, programme quality standards, and compliance checklists relevant to the Venezuela CO context. Audit Preparation and Compliance: supporting internal and external audits by ensuring that they meet compliance standards and support programme sections in addressing audit findings by implementing recommended actions in a timely manner.
- Analysis, monitoring and reporting: Analyze and monitor cash transfers at the country office level, paying particular attention to outstanding direct cash transfers more than 6 months. Using appropriate corporate tools and systems including InSight and e-Tools, report on status of implementation of HACT and identify high risk areas requiring special attention and/or support from the regional office. Monitor internal country office processes for formalizing implementing partnerships with CSOs to ensure that corporate timelines are adhered to, especially in humanitarian responses. Identify programmatic, financial and operational risks associated with IP and work proactively with Deputy Representative Programmes and Head of Sections to develop and implement mitigation strategies. Systematic follow‐up and technical support to implementing partners with high‐risk findings from spot checks and audits to ensure implementation of risk mitigation actions. Help sections integrate risk mitigation measures, particularly those tied to cash programming, supply distribution, and remote monitoring into plans. Prepare monthly analytical reports for the country management team and periodic reports to the regional office as may be required.
- Innovation, knowledge management and capacity building: Serve as the custodian of all implementing partnership documentation such as assessment and assurance reports, PCAs, SSFAs and programme documents, ensuring that they are adequately circulated in the office and properly archived. Design and implement capacity building strategy/initiatives for CO staff to ensure that CO staff are knowledgeable and comply with the HACT and CSO procedures and other relevant corporate policies, procedures and guidance that impacts on implementing partnership management. Design and implement capacity building initiatives for staff of implementing partners to ensure that they are knowledgeable on all aspects of partnering with UNICEF, with particular emphasis on the HACT and CSO procedures. Participate in country office ERM exercises to ensure that risks for implementing partnership management are identified and mitigation measures put in place.

Minimum requirements:
- Education: Master or equivalent (Advanced University Degree) in one of the following fields is required: Development studies, International Development, Business Administration, Financial Management, Economics, Auditing, Project/Programme Management or another relevant technical field.
A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only. - Work Experience: 5 years of of professional experience in one or more of the following areas is required: programme development/management, financial planning and management, or another related area. Developing country work experience is required.
- Skills: Previous experience in HACT, Cash transfer and implementing partnership management within UNICEF or another UN agency.
- Language Requirements: Fluency in English and Spanish is required.
Desirables:
- Knowledge of another official UN language (Arabic, Chinese, French, or Russian) is an asset.
- Relevant experience in a UN system agency or organization is highly desirable.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
