1. Supply Function Management

  • Lead, coordinate and monitor Supply activities to meet targets and KPIs
  • Strengthen team capacity through coaching and performance follow-up
  • Monitor pipelines (SO/RO/PO) and drive corrective actions with programmes
  • Provide technical support across logistics (transport, warehousing, customs, distribution)
  • Ensure full compliance with UNICEF policies and procedures

2. Procurement & Contracting (Construction focus)

  • Contribute to supply planning and sourcing strategies based on market analysis
  • Manage end-of-the-end procurement processes (RFQ, ITB, RFP) ensuring quality and compliance
  • Conduct bid evaluations (administrative, technical, financial) and support negotiations
  • Establish and manage LTAs in coordination with programmes
  • Prepare and manage contracts and POs in VISION/SAP with proper documentation and traceability
  • Monitor risks and resolve operational bottlenecks
  • Manage financial guarantees and document authentication processes
  • Coordinate and support Contracts Review Committee (CRC/eCRC) submission

 

  1. MINUMUM QUALIFICATION AND COMPETENCIES:

 

Education:

An advanced university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field, or relevant first-level university degree (Bachelor’s) in conjunction with a valid relevant professional certification is required.

*A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven (7) years of relevant work experience in supply, logistics, procurement, contracting, administration and/or other directly related technical field, may be taken in lieu of an advanced university degree.


Experience:

A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required.

Understanding of development and humanitarian work.

Emergency experience is an advantage.

Health supply chain management experience an advantage.

Language Requirements: Fluency in French and good knowledge of English is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.

  1. ELIGIBILITY:

This opportunity is open to UNICEF staff members with Fixed-term or Permanent or Continuing appointment with UNICEF that runs through the duration of the assignment.

 

  1. TRAVEL AND FUNDING:

Guinea Country Office will pay for economy class travel. The candidate will receive 100% of Conakry DSA rate for the first four (4) weeks and 50% for the remaining duration of the assignment. Staff member selected for this stretch assignment will continue to receive salary and emoluments from the releasing office during the assignment

 

  1. LINK TO PRESENT POSITION:

Discuss this stretch assignment with your supervisor and obtain the Representative’s agreement for your application to be submitted, as part of your learning and development plan for the year. The agreement of your Representative is a pre-requisite for this stretch assignment. ​

If selected for this opportunity, the selected staff member will remain in their current position and will be temporarily placed with UNICEF Guinea for the duration of the support mission. At the end of the stretch assignment, the staff member will return to his/her respective position. Thus, no changes will be made to the status of staff member at UNICEF.
