Summary: The Workforce Group, a LEMOINE company, is seeking an experienced Training Manager to design, deliver, and manage the training program for a federal human services program serving vulnerable populations, including youth, young adults, and families. This role is ideal for a training professional with a background in instructional design, adult learning, human services, social work, or field-operations training. The Training Manager develops role-based curricula, ensures all staff complete required training before beginning work, manages onboarding and annual refresher training, and maintains the training records and completion tracking that support program readiness and quality. Location: Remote Travel: Limited travel may be required for training, meetings, surge support, or operational coverage. Duties and Responsibilities: Develop, document, and maintain the program training plan and a role-based curriculum matrix covering all positions, including leadership, field, quality, data/reporting, security, and administrative staff. Build and deliver onboarding and role-based training covering field safety, household identification, wellness and safety observation, documentation standards, language-access expectations, incident escalation, privacy, records management, standards of conduct, and approved system-entry and reporting practices. Design and facilitate scenario-based training and refreshers - such as incident escalation, safety observation, and standards of conduct situations to reinforce sound judgment and reporting discipline. Incorporate required federal and program specific orientation and mandatory training modules into the curriculum. Ensure all staff complete required training and demonstrate proficiency before beginning work or independent field deployment. Establish proficiency checks, shadow assignments, job aids, and supervised practice structures so readiness is confirmed in practice, not only in records. Manage annual refresher training and update curriculum as roles, procedures, and client requirements change. Maintain accurate training records, completion certificates, a training compliance tracker, and provide training status reporting to program leadership. Coordinate with operations, quality, security, human resources, and language access teams to align training with field protocols and quality standards. Support corrective action and continuous improvement efforts by identifying and addressing training related gaps. Deliver training virtually, and when required in person; travel occasionally to support launch and field readiness. Perform additional duties as assigned. Qualifications, Knowledge, Skills, and Abilities: Bachelor's degree in instructional design, education, human services, social work, organizational development, communications, or a related field; or an equivalent combination of education and relevant experience required. Minimum of five years of experience with designing, developing, and delivering training programs, including role-based curriculum development required. Experience training staff who serve unaccompanied minors, vulnerable youth, young adults, immigrant communities, or similar populations is highly preferred. Experience building and managing training plans, curricula, and completion/proficiency tracking, preferably in field operations, human services, or a regulated or federally contracted environment. Strong written communication and the ability to produce training plans and curriculum documentation on tight timelines. Scenario based training design and facilitation experience. Training experience or content knowledge in trauma informed care, de-escalation, mandated reporting, safety planning, cultural humility, or crisis response. Familiarity with federal contract training requirements and government mandated training modules. Instructional design or adult learning certification (e.g. ATD/CPTD) and learning management system administration experience. Proficiency with Microsoft Office, learning management or training tracking systems, and electronic documentation tools. Ability to work independently, manage multiple priorities, and coordinate across departments. Ability to complete required federal, client, and company training before beginning work. Ability to complete required pre-employment screening and federal backgrounds/suitability processing. Must be bilingual in English/Spanish (written and spoken). Must be authorized to work in the United States. Work Environment and Schedule This is a remote position with occasional travel to support training delivery, program launch, and field readiness. Work includes virtual instruction, curriculum development, coordination with program teams, and maintenance of training records using secure systems. The schedule may vary based on program needs, and occasional evening or weekend work may be required during launch or surge periods. Federal Contract Requirements Employment is contingent upon successful completion of all pre-employment screening requirements, including background checks, drug screening, motor vehicle records review, reference checks and other job-related screening requirements. Employment is also contingent upon successful completion of required federal background/suitability review, favorable credit check, security processing, and program-specific onboarding before beginning work. Employees assigned to this program must complete required training, protect sensitive information, comply with standards of conduct, maintain professional boundaries, and follow all reporting, confidentiality, privacy, and information security requirements. Employees may be required to sign confidentiality, non-disclosure, conflict-of-interest, and standards-of-conduct acknowledgments.
