Organizational Overview:
World Hope International (WHI) is a global Christian relief and development organization working in hard places to bring opportunity, dignity, and hope. For nearly 30 years, WHI has partnered with communities around the world to provide access to clean water and energy, strengthen health systems, protect vulnerable children and families, and empower sustainable economic development.
Project Background:
World Hope International (WHI) is implementing programs, using a flipchart training tool, aimed at preventing sexual-based violence (SBV), reducing human trafficking risks, and strengthening safeguarding systems within communities and schools across Liberia. WHI is currently working with research partners on a randomized controlled trial, looking at the efficacy of the flipchart training tool.
To ensure sustainability and national ownership, WHI is engaging the Government of Liberia to explore formal integration of the flipchart training program into the public education system. This integration would align the intervention with national curriculum frameworks, child protection policies, and teacher training systems.
In addition to integration, WHI seeks to develop a national scaling strategy and position the program for long-term financing through WHI global and donor networks, while expanding that network.
WHI therefore seeks a qualified Liberian consultant or firm to document and strengthen government engagement, present preliminary research findings, assess integration readiness, develop a scaling strategy, and produce a donor-ready investment brief.
Purpose:
The purpose of this consultancy is to provide an evidence-based update on government engagement efforts and to develop a national integration and scaling roadmap, supported by a donor-ready resource mobilization strategy.
Scope of Work:
- Government Engagement Assessment
- Policy and Curriculum Integration Assessment
- National Scaling Strategy Development
- Final Consolidated Report
Objectives:
- Document engagement with key government ministries and stakeholders regarding program integration.
- Set up and co-facilitate (with WHI) meetings with key government actors, where WHI and IPA staff will share initial findings of flipchart training RCT and effectiveness.
- Assess the level of government readiness and commitment for institutional adoption of flipchart training across the country.
- Identify policy and curriculum entry points within Liberia’s public education system.
- Develop a national roadmap for program integration and expansion.
- Produce a scaling framework outlining phased expansion across counties.
Required Qualifications and Experience
- Minimum of 8-10 Years of experience in Governance research, Baseline and Impact evaluations, Education or child protection policy analysis, Community engagement and participatory research.
- Strong qualitative and quantitative research capacity
- Experience conducting KIIs, FGDs, and stakeholder consultations
- Experience with Policy analysis and systems integration
- Knowledge of OECD-DAC evaluations frameworks.
- Demonstrate multi-country research experience in Liberia
- Ability to deploy trained data collectors
- Strong reporting and analytical capacity
