Job Description:

The Early Recovery Coordinator will provide overall leadership, management, technical oversight, coordination and quality assurance for the implementation of the RISE Rapid Activation Project supporting flood-affected households and communities in Rasuwa and Nuwakot districts.

The position is responsible for ensuring timely, effective and accountable delivery of early recovery interventions that help affected households restore their livelihoods, recover productive assets, rehabilitate community infrastructure, improve access to income-generating opportunities, strengthen resilience, and accelerate the transition from humanitarian response to sustainable recovery.


The incumbent will provide strategic, technical and operational leadership for the RISE Rapid Activation Project, supporting flood-affected households and communities in Rasuwa and Nuwakot to transition from humanitarian assistance toward sustainable recovery. The role will lead integrated, market-informed and climate/disaster-resilient recovery programming focused on restoring livelihoods and productive assets, rehabilitating critical community infrastructure, generating employment and strengthening household and community resilience. The position will ensure recovery interventions are locally led, inclusive, accountable and aligned with Government of Nepal priorities, donor requirements, humanitarian standards and WVI Nepal policies.


The role will coordinate closely with local government authorities, implementing partners, community groups, and technical stakeholders to ensure integrated, community-driven and market-oriented recovery programming while maintaining compliance with donor, government and World Vision policies and standards.


MAJOR RESPONSIBILITIES

  • Lead planning, implementation, monitoring and completion of all Early Recovery Project activities.
  • Ensure project objectives, outputs and outcomes are achieved within approved timelines and budgets.
  • Develop annual, quarterly and monthly implementation plans.
  • Coordinate implementation across Rasuwa and Nuwakot districts.
  • Provide overall technical and operational support to project staff and partners.
  • Ensure quality programming aligned with Sphere Standards, humanitarian principles and World Vision standards.
  • Identify implementation risks and develop mitigation measures.
  • Facilitate adaptive management based on emerging needs and lessons learned.

Lead and oversee integrated recovery interventions including:


  • Ensure the rapid assessment and recovery needs are conducted for the appropriate plan and interventions
  • Ensure rehabilitation and livelihood recovery interventions and apply Building Better Back principles, climate and disaster-risk considerations, environmental safeguarding, and risk-informed site selection to reduce future exposure and vulnerability
  • Ensure and support basic hazard and risk screening of community rehabilitation activities, integrate flood, landslide and climate risks into recovery planning, promote action on nature-positive recovery
  • Supporting and working with local government/authorities to lead recovery prioritization, planning, implementation oversight and monitoring

  • Provide management and technical oversight to implementing partners.
  • Ensure partner compliance with project agreements and donor requirements.

  • Conduct regular review meetings with partners.
  • Facilitate collaborative planning and implementation processes.
  • Strengthen relationships with local stakeholders and community institutions.
  • Promote community participation throughout the project cycle.
  • Represent World Vision in district and municipal recovery coordination mechanisms.
  • Maintain close coordination with local governments, line agencies and humanitarian actors.
  • Participate in Early Recovery, Livelihoods and Recovery-related working groups and forums.
  • Support alignment of project interventions with district and municipal recovery plans.
  • Strengthen collaboration with private sector and market actors where appropriate.
  • Promote visibility of project achievements and learning.
  • Ensure effective monitoring systems are established and utilized.
  • Track project indicators, milestones and recovery outcomes.
  • Lead project review and reflection processes.
  • Support assessments, surveys and evaluations.
  • Ensure community feedback and accountability mechanisms are functioning effectively.
  • Document project learning, success stories and best practices.
  • Promote evidence-based decision-making.

Requirements

  • Monitor project expenditures against approved budgets.
  • Ensure efficient utilization of project resources.
  • Review financial forecasts and spending plans.
  • Ensure compliance with donor regulations, World Vision policies and Government of Nepal requirements.
  • Prepare quality monthly, quarterly and donor reports.
  • Support audits, monitoring visits and project evaluations.
  • Maintain complete and accurate project documentation.

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE 

  • Minimum 5 years of progressive experience in development, humanitarian, recovery or resilience programming.
  • Minimum 3 years of experience managing donor-funded projects.
  • Demonstrated experience in disaster response, early recovery and community resilience programmes.
  • Experience managing local partners and consortium relationships.
  • Proven experience working with local governments and community institutions.
  • Experience in project planning, budget management and reporting.

 

  • Strong understanding of Early Recovery programming approaches.
  • Knowledge of humanitarian-development nexus programming.
  • Experience in livelihood recovery and economic strengthening.
  • Understanding of cash-based programming and community rehabilitation approaches.
  • Knowledge of market systems and resilience programming.
  • Strong project cycle management skills.
