Purpose:

This long-term Anchorage-based role leads the Design and Engineering teams supporting the ConocoPhillips Alaska (COPA) Contract. The Senior Program Engineering Manager establishes the framework for engineering and design delivery across a large program portfolio and provides cross-discipline leadership throughout the project lifecycle while ensuring alignment with customer objectives, portfolio priorities, and business outcomes.

Beyond traditional engineering management, the role is responsible for scaling Alaska delivery through globally integrated execution, repeatable design, data-centric engineering, AI-enabled productivity, Lean operating principles, and continuous improvement. The position requires a leader capable of growing delivery capacity while maintaining accountability for technical excellence, safety, quality, cost, schedule, and customer outcomes.

The Senior Program Engineering Manager will champion modern engineering delivery methods and continuously improve how work is executed across the COPA portfolio. The role will drive adoption of digital tools, data-centric engineering practices, AI-enabled productivity, and Lean delivery principles to improve quality, schedule performance, predictability, and scalability. This position is expected to help evolve engineering delivery beyond traditional approaches and ensure the program leverages Worley's global capabilities, lessons learned, and emerging technologies.

Responsibilities:

Digital Delivery, Innovation and Continuous Improvement
The Program Engineering Manager is responsible for modernizing and continuously improving engineering delivery across the COPA portfolio. This includes leadership of digital project delivery, data-centric engineering, Lean operating principles, AI-enabled productivity, globally integrated delivery, engineering standardization, and continuous improvement initiatives. The role is expected to drive scalable, repeatable and globally integrated delivery models that improve quality, predictability, schedule performance, and customer value.

• In collaboration with Worley functional, digital, and engineering leadership, lead implementation of digital project delivery strategies across the COPA portfolio, including data-centric engineering, integrated digital workflows, engineering automation, and AI-enabled delivery practices.
• Drive adoption of AI-enabled productivity tools, engineering automation, analytics, and emerging technologies that improve technical quality, engineering efficiency, and decision-making. 
• Partner with the customer to identify and implement innovative engineering, digital delivery, standardization, and value creation opportunities that improve project outcomes and portfolio performance.
• Promote Lean, Agile, and continuous improvement principles throughout engineering execution, including workflow optimization, waste elimination, visual management, and rapid problem solving.
• Establish and maintain engineering performance dashboards, productivity metrics, delivery KPIs, and reporting systems to support proactive portfolio management.
• Develop and maintain a scalable engineering delivery model capable of supporting growing portfolio demand while balancing local capability, global resources, technical quality, schedule performance, and cost competitiveness.
• Lead value creation initiatives focused on productivity improvement, standardization, repeatability, engineering reuse, cycle time reduction, and delivery certainty. 
• Leverage Worley's global delivery capabilities, including GID and subject matter experts across multiple offices, to improve execution performance, scalability, standardization, and cost competitiveness.
• Champion standardization, repeatable design, engineering re-use, reusable work products, portfolio lessons learned, and continuous improvement programs to improve productivity, predictability, cost competitiveness, and delivery certainty.
• Lead organizational change initiatives and influence stakeholders across engineering, project delivery, and customer organizations to successfully adopt new ways of working, digital delivery methods, and continuous improvement practices.
• Lead geographically distributed engineering teams using modern digital collaboration and integrated delivery practices.
• Evaluate emerging engineering technologies and assess their applicability to the COPA portfolio and Alaska business.
• Foster a culture of innovation, experimentation, knowledge sharing, and disciplined implementation of new delivery approaches.

Leadership, Resourcing and Team Development

• Lead and coordinate multidisciplinary engineering and design teams across the COPA program portfolio through the entire project life cycle.
• Communicate resource loading and skill requirements to Discipline Chiefs and Leads, and ensure appropriate coverage for vacation, unplanned absences, and team transitions.
• Mentor, train, and support team members, including participation in the employee performance review process.
• Resolve inter-discipline, vendor, and customer issues while promoting strong collaboration and clear accountability.
• Ensure technical work and team activities meet all applicable health, safety, environmental, and security requirements.

Program and Project Execution 

• Own the engineering plan and coordinate project scope, cost, schedule, sequencing, and discipline interfaces. 
• Participate in project execution strategy and planning, including approaches for work performed out of sequence. 
• Work with the Project Management Team to address staffing needs, scope of changes, progress concerns, risks, and other events that may affect completion or profitability. 
• Support project change management and progress measurement for engineering and design activities. 
• Plan and monitor inter-discipline quality activities, drive squad checking, recommend improvements, and take corrective action when required. 

Technical Governance and Quality 

• Ensure adherence to generally accepted engineering and design practices, regulatory requirements, customer specifications, and applicable local and global standards. 
• Support standardization of equipment specifications, drawings, document templates, and engineering work processes. 
• Ensure that checking, peer reviews, and incorporation of comments and findings are completed appropriately. 
• Provide cross-discipline oversight to ensure technical excellence, fit-for-purpose engineering, data-centric engineering practices, and consistent delivery of quality.
• Review and authorize work completed by direct reports. 
• Complete routine project technical reviews to ensure deliverables are in alignment with technical quality measures.

Engineering Studies and Technical Decisions 

• Facilitate data gathering and preparation of engineering studies, analyses, calculations, recommendations, and final documentation. 
• Ensure technical issues are formally defined, alternatives are evaluated with advantages and disadvantages, and recommendations are documented through technical queries, technical deviations, or other approved project records. 
• Monitor final documentation to confirm relevant information is incorporated and required customer approvals are obtained. 

Procurement, Vendors and Materials 

• Ensure relevant technical information is incorporated into equipment and material specifications, data sheets, testing requirements, and material requisitions. 
• Facilitate bid clarifications, bid evaluations, inter-discipline vendor information review and approval, and related certification activities. 
• Coordinate engineering input across procurement interfaces and support resolution of vendor-related technical matters. 

Constructability and Site Support 

• Seek input from knowledgeable sources and ensure constructability, operability, and maintainability considerations are incorporated into engineering and design. 
• Work with site personnel to resolve technical and execution issues. 
• Develop or support plans and documents for construction, testing, commissioning, operations, maintenance, or decommissioning, as required. 

Customer Engagement and Business Development 

• Build positive working relationships with the customer, suppliers, contractors, and other external parties. 
• Support networking, negotiations, strategic alliancing, and cost-saving initiatives, as appropriate. 
• Support proposals by developing cross-discipline execution strategies, estimating and reviewing hours and costs, writing and reviewing proposal content, and presenting to customers. 
• Lead all or part of a proposal when required and maintain an up-to-date professional profile and resume in support of business development activities. 

What you will bring
Technical/Industry Experience and Qualifications Requirements:

• Typically has 20+ years of relevant discipline and multi-discipline experience including 5+ years in project leadership, and 5+ years as a Discipline Manager. 
• Will be actively licensed with an engineering governing body required by law for current location and has the ability to obtain an Alaska Professional Engineering license within 6 months.
• Demonstrated success leading digital project delivery, engineering transformation, data-centric engineering, engineering automation, Lean operating systems, or continuous improvement initiatives across large multidisciplinary project portfolios.
• Demonstrated understanding of engineering productivity, resource optimization, forecasting, and portfolio financial performance.
• Has a strong understanding of cross-discipline work, interfaces, and sequencing. Well versed in engineering governance, project execution, and fiscal management. Skilled in estimating project costs and writing proposal content. Adept at budgeting and cost control.
• Strong understanding of cross-discipline work, interfaces, sequencing, project setup, work processes, execution monitoring, and closeout. 
• Demonstrated capability in estimating project costs and developing proposal content. 
• Experience in project management, risk management, quality, procurement, or construction. 
• Competence in Microsoft Outlook, Word, Excel, Teams, and PowerPoint, with the ability to organize and retain information in prescribed formats and in accordance with applicable policies. 
• Demonstrated experience leading implementation and adoption of engineering tools, integrated digital workflows, and data-centric engineering practices across multidisciplinary project teams.
• Demonstrated ability to develop high functioning teams.

Desirable Experience 

• Onshore and/or offshore oil and gas projects. 
• Experience implementing digital project delivery and data-centric engineering methodologies.
• Demonstrated success leading Lean, Agile, continuous improvement, or business transformation initiatives.
• Experience deploying engineering automation, analytics, AI, or machine learning solutions within project delivery organizations.
• Experience implementing AI-enabled engineering, digital project delivery, or engineering automation solutions within an EPC, EPCM, owner/operator, or consulting environment. 
• Experience deploying Lean, Agile, Kanban, visual management systems, or structured continuous improvement programs. 
• Experience managing integrated delivery teams across multiple global execution centers and engineering hubs.
• Prior Alaska or Arctic project experience. 
• EPF/C (Engineering, Procurement, and Fabrication/Construction) project delivery. 
• Leading geographically dispersed teams across multiple offices. 
• Strong stakeholder management, customer engagement, and communication skills.

Additional Information :

• This position must be based locally in Anchorage, Alaska. 
• The role supports the COPA Contract and leads the Design and Engineering teams across a large program portfolio of work.

• University degree, or equivalent, in a relevant engineering field.  

Preferred:

• Applicable discipline, or equivalent relevant experience.
