DAI Global UK is seeking a Senior UK Expert with extensive operational experience in complex financial and organised crime investigations to deliver a peer-to-peer technical exchange with Brazil’s Federal Public Prosecutor's Office (Ministério Público Federal - MPF/GAECO Nacional).

This activity aims to assist senior federal prosecutors within GAECO Nacional (the MPF's Special Action Group to Combat Organised Crime) in establishing objective triage criteria, risk-scoring matrices, and command frameworks to prioritise high-complexity investigations.

The assignment centers on co-designing and delivering a 2-day interactive, in-person workshop in Brasília, Brazil, tentatively scheduled for the week commencing 21 September 2026.

This assignment will be delivered through an applied, peer-to-peer, adult-learning methodology—focusing on case-based learning, practical problem-solving exercises, and the co-creation of operational roadmaps rather than passive presentations.

While you act as the core Subject Matter Expert—providing technical expertise on UK operational practices and case management models, co-designing session materials, and leading workshop delivery—a Local Consultant will manage initial consultations in Portuguese with GAECO prosecutors, support on-site workshop facilitation, and lead the final report drafting.

Responsibilities

  • Review background materials on GAECO’s mandate and context notes provided by the local team.
  • Participate in briefing calls with the Local Consultant and TIFF team.
  • Co-design and finalise technical presentations, case studies, and discussion prompts for the 2-day workshop (Day 1: Case Screening & Prioritisation; Day 2: Investigation Management & Command Frameworks, such as the UK’s Gold/Silver/Bronze model).
  • Travel to Brasília and co-deliver the 2-day interactive workshop to 10–15 senior federal prosecutors.
  • Lead technical presentations, facilitate practical group exercises, and provide expert feedback as participants work on actionable outputs (e.g., draft screening frameworks).
  • Provide direct written contributions on UK operational practices and models to feed into the final report.
  • Provide written feedback assessing participant competency uptake and institutional recommendations.

Requirements

  • Extensive operational experience in senior roles within UK law enforcement or prosecutorial bodies handling complex financial and organised crime (e.g., NECC, SFO, NCA, CPS).
  • Deep practical expertise in case screening, objective triage methodologies, risk-scoring matrices, and multidisciplinary investigation management (command structures and cross-agency coordination).
  • Demonstrated ability to engage in high-level peer-to-peer technical exchanges using interactive, adult-learning methodologies rather than theoretical presentations.
  • Fluency in English (written and spoken).
  • Flexibility and availability to travel to Brasília, Brazil, in September 2026 (currently targeted for the week of 21 September, subject to final confirmation).
  • Prior experience delivering technical assistance or international cooperation activities in Latin America.
  • Familiarity with civil law jurisdictions or Latin American public prosecution frameworks.
  • Portuguese language skills (simultaneous interpretation will be provided during the workshop).
