IT Project Manager (AL-ANC250708 001/02)

We are seeking a dynamic and experienced Project Manager to lead and deliver end-to-end Java-based software development projects. The ideal candidate will possess strong technical understanding of Java development, hands-on Agile delivery experience, and proven ability to manage stakeholders in complex government environments.

• → Lead the planning, execution, and delivery of Java-based applications in compliance with public sector standards and regulations.
• → Manage cross-functional Agile development teams, including developers, testers, business analysts, and UX/UI designers.
• → Translate business requirements into technical execution plans, ensuring alignment with government project objectives and compliance frameworks.
• → Implement Agile practices such as Scrum, Kanban, sprint planning, and retrospectives to ensure iterative delivery and continuous improvement.
• → Oversee all phases of the software development lifecycle (SDLC), from initiation to deployment and maintenance.
• → Manage project risks, issues, dependencies, and change requests while maintaining clear and consistent communication with stakeholders.
• → Prepare regular project reports, status updates, and dashboards for internal and external stakeholders.
• → Build strong relationships with government clients, ensuring transparency, trust, and stakeholder alignment throughout the project lifecycle.
• → Ensure all documentation, audit trails, and deliverables adhere to public sector governance requirements

• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field.
• Minimum 5 years of experience managing Java-based application development projects.
• Minimum 3 years of Agile project management experience (e.g., Scrum Master or Agile PM).
• Prior hands-on experience managing government or public sector IT projects.
• Familiar with Java frameworks (e.g., Spring Boot), APIs, and cloud-native architecture.
• Strong understanding of software quality assurance, testing, and DevOps practices.

• Agile certifications (e.g., Certified ScrumMaster® (CSM), PMI-ACP, SAFe®).
• Project Management certifications such as PMP®, PRINCE2®, or CITPM.
• Experience with Agile delivery tools (e.g., JIRA, Confluence, Azure DevOps).
• Familiarity with Singapore Government IM8 policies or equivalent public sector frameworks.
