Manager, Software Engineering

The Manager, Engineering Development leads and coordinates one or more product development teams supporting a diverse SaaS platform built primarily on Java and .NET technologies.

This role sits at the intersection of engineering execution and leadership, providing oversight, alignment, and coordination across the software development lifecycle. The Development Manager is responsible for supporting delivery excellence, resource and capacity planning, quality assurance, and effective execution across development teams.

The ideal candidate brings a strong combination of technical knowledge, people leadership, and operational discipline, with the ability to balance day-to-day execution with broader business and product priorities.

• →Lead one or more product development teams through all phases of the software development lifecycle, including technical design, development, testing, deployment, and ongoing delivery.
• →Manage development work and priorities in Jira and coordinate requirements, timelines, and dependencies with Product Management.
• →Drive resource and schedule alignment across development teams to identify capacity needs, address gaps or conflicts, and optimize the use of available talent and resources.
• →Partner closely with Product Managers, Technical Leads, Quality Assurance, Cloud Operations, and other cross-functional partners to ensure coordinated execution across dependencies.
• →Contribute to development roadmaps, milestones, delivery plans, and tracking mechanisms to monitor progress, issues, dependencies, and risks.
• →Champion AI adoption and AI-driven development practices that improve engineering productivity, quality, and effectiveness.
• →Establish and maintain consistency in development practices, timelines, documentation, and stakeholder engagement across assigned teams.
• →Provide technical leadership, coaching, and mentoring to developers and support the continued growth and development of team members.
• →Manage competing priorities and help ensure development initiatives are delivered effectively and in alignment with product and organizational objectives.

• Minimum of 3 years of experience managing a software development team, preferably within a SaaS, enterprise technology, or cloud-based environment.
• Experience working with Java and/or .NET platforms and modern CI/CD development practices.
• Strong understanding of software development lifecycle practices, resource planning, capacity management, and delivery execution.
• Demonstrated ability to manage multiple priorities, dependencies, and timelines and drive initiatives through completion.
• Experience working cross-functionally with Product Management, Quality Assurance, Engineering, and other technical teams.
• Proficiency with development and collaboration tools such as Jira and Confluence.
• Strong communication, stakeholder management, leadership, and problem-solving skills.

• Experience with Angular, JavaScript, JQuery, or related technologies.
• Experience supporting SaaS platforms and cloud infrastructure or cloud transformation initiatives.
• Experience with AI-enabled development tools or AI-driven engineering practices.
• Experience working with the Accela Civic Platform.
