Job Summary: This position administers Albany County’s Small Wastewater Program and handles floodplain permitting, while supporting broader planning goals. The role implements the Albany County Casper Aquifer Protection Plan and works closely with applicants, installers, and the public to ensure compliance with county regulations. The position requires strong customer service and the ability to communicate regulations clearly and professionally.

 

Essential Duties and Responsibilities:

  • Assist applicants, installers, and engineers seeking approval of small wastewater permits and floodplain permits by reviewing applications for compliance with adopted standards.
  • Provide onsite inspections of small wastewater permits and other permits for compliance with adopted regulations.
  • Track wastewater and floodplain applications, organize, and maintain digital files.
  • Ensure small wastewater system installers and wastewater pumpers understand and are qualified for licensing in Albany County. Manage yearly licensing for installers and track licensed installers.
  • Provide presentations to educate wastewater installers to ensure regulations or procedures are understood.
  • Work in a collaborative, professional, and positive manner with other staff, outside agencies, and the public.
  • Prepare and give presentations to boards and commissions.
  • Implement the Albany County Casper Aquifer Protection Plan.
  • Assist with the review of other planning department applications (zoning, subdivision, etc.).
  • Assist with plan and regulation updates.
  • May be required to attend meetings outside of normal working hours.
  • May be required to assist with other projects or perform additional duties and assignments as needed to further the goals of the Planning Department.

Qualifications and Requirements:


  • Bachelor’s degree in Planning, Environmental Science, Environmental Policy, Public Administration, or a closely related field.
  • Excellent written and verbal communication skills.
  • Excellent customer service skills.
  • Basic computer skills, such as experience using Microsoft software (Word, Excel, and PowerPoint).
  • Experience making presentations to the public or others.
  • Experience with providing customers and/or public assistance with questions and instructions.
  • A valid Wyoming driver’s license.

Preferences:

  • Experience interpreting building codes, zoning regulations, or other applicable regulations; or an equivalent combination of education and relevant experience.
  • Knowledge of small wastewater systems, floodplains, and land use planning.
