Our mission is to empower healthier lives by combining compassionate care, strong community connections, and data-driven decision-making.   The Manager, Application Development (Data Engineering) is a key member of the Data Engineering organization within the Information Technology – Engineering department and reports to the Director of Data Engineering. This is a hands-on leadership role that combines managing a team of application engineers with owning technical direction and architecture for the application platforms and integrations that drive ArchWell's data-driven operations. The Manager remains directly involved in day-to-day design, development, and implementation. The Manager will lead a team of three to five direct reports, providing technical guidance, mentorship, and delivery oversight for applications, integrations, and data platforms that support business operations, analytics, and strategic initiatives.   In this role, you will partner closely with stakeholders across clinical, operational, financial, and corporate functions to understand business needs and translate them into scalable application platforms that support data-driven decision-making. You will drive the development and optimization of internal application(s), APIs, and integrations that enable trusted reporting, analytics, and operational excellence. The ideal candidate combines strong technical expertise in application architecture and development with proven leadership skills and a passion for building high-performing teams that deliver measurable business value.   Duties/Responsibilities: Leadership & Management Lead, mentor, and develop a team of three to five application and data engineers, fostering a collaborative, innovative, and high-performing engineering culture. Establish team objectives, prioritize initiatives, allocate resources, and ensure the successful delivery of projects and operational commitments. Conduct regular performance coaching, career development planning, and technical mentorship to support team growth and engagement. Define, monitor, and report on engineering and operational metrics, including delivery performance, application reliability, data quality, and team effectiveness. Partner with business and technology leaders across the organization to advance a data-driven culture, establish key performance indicators (KPIs), and leverage data to inform decision-making and measure outcomes.               Technical Leadership & Delivery Provide technical leadership for the design, development, implementation, and support of application platforms, integrations, and APIs. Contribute hands-on to application development, data engineering, and solution delivery efforts as needed. Guide the architecture, design, and optimization of scalable, secure, and maintainable application platforms, including modular/service-boundary design patterns and future microservice extraction paths. Own the design and delivery of application-level integrations, including file- and API-based data exchange with external systems, using configuration-driven ingestion patterns to support flexible, maintainable integration points. Ensure adherence to engineering best practices, coding standards, testing methodologies, and DevOps principles. Drive continuous improvement initiatives focused on performance, reliability, scalability, and operational efficiency.   Collaboration & Stakeholder Engagement Partner with Product Management, Project Management, Business Systems Analysts, Data & Analytics teams, and business stakeholders to translate business requirements into effective technical solutions. Lead technical design sessions, architecture reviews, code reviews, and solution planning activities. Collaborate closely with IT, data, clinical, operational, and business teams to ensure applications and data solutions align with organizational objectives and business needs. Facilitate communication between technical and non-technical stakeholders, ensuring clear alignment on priorities, risks, and deliverables.   Data Governance, Security & Compliance Ensure applications, integrations, and data platforms comply with HIPAA, CMS, and other applicable healthcare regulations and security requirements. Promote strong application security practices, including access control, identity management (Entra ID/SSO), audit logging, and data privacy. Maintain system documentation, architectural diagrams, operational procedures, and technical standards. Support change management, release management, and version control processes to ensure reliable and well-governed solution delivery. Collaborate with security, compliance, and infrastructure teams to implement and maintain secure, resilient, and compliant technology solutions.       Required Skills/Abilities: Comprehensive knowledge of application development, system integration, and software development lifecycle (SDLC) best practices. Strong understanding of application architecture, modular/service-oriented design patterns, API design, and system integration. Experience designing and supporting scalable application platforms, integrations, and APIs. Ability to exercise sound technical and business judgment, perform advanced analysis, and make decisions in complex and evolving environments. Demonstrated ability to establish priorities, manage competing demands, and deliver results with minimal oversight. Proven leadership skills with the ability to influence outcomes, drive accountability, and develop high-performing engineering teams. Experience with cloud-based application platforms within the Microsoft Azure ecosystem. Familiarity with Azure application services including Azure Functions, Azure App Services, Entra ID (OAuth2/OIDC), and Entity Framework. Knowledge of DevOps, CI/CD practices, source control management, and infrastructure-as-code principles. Understanding of data security, privacy, compliance, and governance practices, particularly in regulated industries. Curiosity and willingness to continuously learn emerging technologies and adjacent Microsoft platform capabilities. Excellent communication, stakeholder management, problem-solving, and organizational skills. Ability to thrive in a fast-paced, growth-oriented environment where adaptability, ownership, and hands-on leadership are essential.   Education and Experience Bachelor's degree in Computer Science, Information Systems, Data Engineering, Software Engineering, or a related field; equivalent combination of education and experience may be considered. 7+ years of experience in enterprise software/application development or related technical disciplines. 3+ years of experience designing, developing, and supporting enterprise application platforms, service integrations, or modular/microservice architectures. 4+ years of experience leading, mentoring, or setting technical direction for engineering teams, preferably within healthcare, healthcare technology, or other highly regulated industries. Working knowledge of SQL and relational data modeling sufficient to support application data needs. Experience with Microsoft Azure, including Azure Functions, App Services, and identity/SSO integration.     Proficiency in C#, .NET Core/ASP.NET Core, and modern web frameworks (e.g., Blazor WebAssembly, Angular, or similar SPA technologies). Experience building and maintaining APIs and enterprise integrations. Familiarity with healthcare data domains, including claims, clinical, provider, member, and operational data, preferred. Experience supporting data governance, data quality, security, and compliance initiatives, including HIPAA and CMS requirements, preferred.
