Job Summary:

The Administrative Service Officer 3 (ASO 3) performs complex administrative, operational, and analytical functions to support Business and Finance leadership and financial objectives. Reporting to designated unit leadership, this role develops daily workflows, conducts operational analyses, performs financial analysis using multiple data sources, works collaboratively with Business and Finance and program teams and assists in developing complex financial projection tools.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties:
What You’ll Do:
  • Administrative Workflows & Program Compliance: Collaborate on daily administrative operations, refine internal procedures, and monitor program compliance against State of Arizona policies and agency objectives.
  • Budgetary & Fiscal analysis: Prepare and monitor program budgets, track operational expenditures, review and analyze financial statements, and collaborate on development of complex financial projections. Utilize Excel and similar tools for analysis.
  • Operational Analysis & Strategic Reporting: Evaluate program performance metrics, generate complex ad-hoc and routine analytical reports, assess program effectiveness, and deliver actionable recommendations to leadership.
  • Stakeholder Liaison & Operational Issue Resolution: Serve as collaborative liaison between administrative leadership, internal units, and external stakeholders to facilitate program goals and resolve operational bottlenecks.
Knowledge, Skills & Abilities (KSAs):
  • Budgeting and Fiscal Management: Analyze operational spending, analyze allocations of department financial assets, and monitor budget lines.
  • Maintain fiscal compliance and resource efficiency.
  • Financial & Quantitative Modeling: Build and maintain complex mathematical representations of business operations to support fiscal planning and operational forecasting.
  • Policy & Process Audit: Evaluate operational workflows against state rules, agency guidelines, and policy objectives to ensure institutional compliance.
  • Administrative Technical Writing — Draft complex official correspondence, operational reports, and policy updates for agency leadership.
  • Analytical Problem Solving: Evaluate complex operational scenarios, synthesize multi-source information, and recommend policy-compliant solutions.
  • Active Listening & Information Retrieval: Give full attention to team members and stakeholders, ask targeted clarifying questions, and systematically retrieve operational data from diverse sources.
  • Interpersonal & Relationship Building: Build cooperative, productive working relationships across diverse internal teams and leadership levels.
  • Oral & Written Communication: Express complex operational topics clearly and articulate recommendations effectively to management and stakeholders.
  • Goal Setting & Prioritization: Develop specific goals, action plans, and task priorities to organize personal work and collaborate with unit operations to meet tight deadlines.
  • Multi-Task Management: Execute and manage multiple high-priority tasks simultaneously under tight deadlines with high accuracy.
  • Regulatory & Legislative Translation: Research, interpret, and convert complex state rules, agency guidelines, or legislative mandates into operational procedures.
  • Enterprise Platform Proficiency: Utilize state-specific administrative platforms and business intelligence reporting tools to generate ad-hoc reports.
  • Government Budgeting & Fiscal Analysis: Perform professional-level financial analysis, government fund accounting, and fiscal strategy formulation.
Selective Preference(s):
  • Education: 2-3 years of professional-level experience in financial analysis, government budgeting, fiscal management or relevant experience and/or relevant degree from an accredited college or university with coursework applicable to the assignment, strong math and critical thinking skills a must.
