About This Role
The Gender and Social Inclusion (GSI) Officer will ensure that the Resettlement Action Plan (RAP) for AGBL is implemented in a gender-sensitive, socially inclusive, and equitable manner. The officer will safeguard the rights and interests of Project Affected Persons (PAPs), with particular attention to vulnerable groups, including women, older persons, persons with disabilities, chronically ill individuals, and economically marginalized households.
The role will support the integration of gender and social inclusion considerations throughout the resettlement process, including socio-economic baseline updates, compensation payments, physical relocation, livelihood restoration, skills diversification, and community engagement.
The GSI Officer will ensure compliance with IFC Performance Standard 5 (Land Acquisition and Involuntary Resettlement) and Ghana's Minerals and Mining (Health, Safety and Technical) Regulations. The officer will also serve as the primary advocate for gender-responsive approaches to livelihood restoration, compensation distribution, stakeholder engagement, and communication activities.
Key Responsibilities
- Lead the implementation of GAP activities specifically tailored to the Bibiani Old Town and Zongo communities.
- Ensure that a gender-sensitive lens is applied throughout all phases of the resettlement process, including physical relocation and economic displacement.
- Develop targeted interventions to address the unique challenges faced by women, both young and older women, as well as vulnerable households in the Zongo and Old Town enclaves.
What We Offer
~1 min read- Identify and map vulnerable groups within affected communities, including female-headed households, older persons, persons with disabilities, and landless individuals.
- Ensure that grievance mechanisms are accessible and safe for women and vulnerable PAPs, with confidential reporting pathways for gender-based violence (GBV) and harassment.
- Oversee the collection of gender-disaggregated data during updates to socio-economic baseline data and asset verification to ensure that female-headed households are properly documented for compensation.
- Participate in community mobilization activities and organize sensitization programmes through community forums on resettlement entitlements, processes, and timelines.
- Serve as the gender focal point within the Resettlement and Community Relations Team.
- Support the implementation of livelihood restoration and skills diversification programmes targeted at PAPs, with a specific focus on the economic empowerment of women and vulnerable groups.
- Provide mentoring and technical support to identified local businesses, particularly women-owned enterprises affected by the resettlement process.
- Track and report on the social performance of the resettlement project, with particular attention to the inclusion and participation of women, both young and older women, and vulnerable groups.
- Ensure compliance with applicable IFC Performance Standards and the Voluntary Principles on Security and Human Rights (VPSHR).
- Prepare reports and presentations on gender and social inclusion indicators and performance metrics for the Resettlement Manager and external stakeholders.
Education, Work Experience & Key Competencies
- Bachelor’s degree in Gender Studies, Sociology, Social Work, Community Development, Development Studies, or a related social science field.
- A Master's degree or post-graduate certification in Resettlement or Gender Studies is an added advantage.
- A minimum of 3 experience in community development, resettlement, or social performance roles, preferably within the mining or extractive sector in Ghana.
- Experience on working resettlement implementation, community engagement and livelihood restoration programs.
- Good understanding of IFC Performance Standard 5 and Ghanaian mining regulations regarding land acquisition and involuntary resettlement
- Strong ability to conduct gender analysis and integrate findings into project planning and implementation.
- Very good negotiation, mediation, and facilitation skills, particularly in high-pressure resettlement contexts.
- Proficiency in collecting and managing gender-disaggregated data.
- Experience in participatory methodologies and engagement with stakeholders including local communities, traditional leaders and local government structures (MMDAs).
- Ability to de-escalate tensions and resolve community grievances effectively.
- High level of discretion in handling sensitive compensation and grievance data.
