Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for a Budget Analyst to support a federal government client located in Silver Spring, MD. The successful candidate will provide budget planning and execution support for NESDIS. The candidate will be required to assist in creating and maintaining the spreadsheets, tools, forms, templates, and instructions to support various monthly and quarterly meetings. The candidate will be responsible for working with various branches to ensure that the new and existing financial processes are understood and implemented correctly. Integral to the role is the ability to analyze data to understand trends, forecast potential budget issues, and to plan and take corrective actions. The candidate will provide analyses, assessments, and recommendations relating to financial management activities, among other duties as assigned.    This is a hybrid/remote position.    The duties for this role include, but are not limited to:    Oversee budget execution for a portfolio of NESDIS programs, assisting in the preparation and/or review of annual budget requests to the Department of Commerce (DOC), Office of Management and Budget (OMB), and Congress. Provide project management over the execution and performance of NOAA/NESDIS funding, and well as other legislation as assigned.  Apply standard project management practices to track cost, schedule, and scope of the activities funded, utilizing Gantt charts, SmartSheets, and Excel.  Review and track performance of funds against major milestones  Review reports provided by the budget execution team to monitor funds within NESDIS, as well as funds transferred to NESDIS from other NOAA Line Offices  Collaborate with NESDIS program offices to inquire about the timing and execution of funding.  Become adept at pulling reports from the NOAA financial systems, including the Enterprise Business Solution (EBS) and the Financial Management Data System (FMDS)  Summarize quantitative data for monthly commitment, obligation, and contract status reports as well as a variety of complex payment reports    Essential Skills:  Experience with Oracle based financial systems. Understanding of the federal budget process. Ability to transform data and findings into concise, user-friendly spreadsheets and into PowerPoint presentations.  Excellent oral presentation skills with the ability to brief findings and materials to management.  Ability to communicate effectively in group meetings, knowing when to speak up versus deferring to management  Work proactively to anticipate management’s questions and meet their needs before being asked  Sift through large amounts of data and reports to find answers to management’s questions in a timely manner  Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests  Knowing when to ask for help to be able to meet assigned deadlines    Qualifications:  Bachelor’s Degree plus 5-7 years of experience in budget supporting a government agency or equivalent U.S. citizenship with ability to pass a government agency background check
