The Baltimore City Department of Transportation (DOT) is hiring a Chief Administrative Officer. DOT is responsible for the planning, design, building and maintenance of 2,000 miles of roadways; 7 miles of interstate highways; 298 bridges and culverts; 3,600 miles of sidewalks, curbing and gutters; 456 miles of alleys; 72,000 streetlights; 1,300 signalized intersections; and 250,000 traffic and informational signs within the City of Baltimore.

This position will be responsible for providing leadership, guidance and direction for the Traffic Division. This position will coordinate all traffic projects within the agency and directly oversee section chiefs and administrative staff within the division. This position will be responsible for overseeing all capital project design and construction activities, monitoring the planning, designing, and implementing of projects funded by the Federal Highway Administration. The position will also be responsible for preparing and submitting quarterly statistical and narrative reports to the Maryland Department of Transportation State Highway Administration and the Federal Highway Administration and will serve as the Liaison for the Local Public Agency (LPA) on Federal Highway Administration funded projects. Develop short- and long-term strategic plans to meet agency goals.

Requirements

Have a master’s degree from an accredited college or university. Consideration may be given to a combination of experience and/or education.

Have ten (10) years of experience managing engineering projects as a licensed professional engineer, certification as a Professional Traffic Operations Engineer, and a minimum of five years directly supervising senior engineers, junior engineers and engineering technicians.

  • Knowledge of traffic engineering practices and principles.

  • Knowledge and ability to operate a computerized traffic control system and implement and operate a coordinated signal system safely and effectively.

  • Knowledge of traffic signal telecommunications systems.

  • Ability to investigate complaints and make recommendations to resolve problems if they exist.

  • Ability to communicate well, both orally and in writing.

  • Ability to use office computers and associated software (e.g. Word, excel, etc.)

  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.

  • Ability to respond to emergency situations.

  • Ability to communicate effectively both orally and in writing.

  • Ability to establish and maintain effective working relationships.

  • Ability to work under stressful conditions.

  • Ability to interact effectively with others.

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed. 

All people, including current City employees, selected for this position must complete a mandatory six-month probation.
