Serve as the Innovation Team's liaison to MAITF leadership, maintaining a strong, responsive working relationship with agency partners across Housing, Public Safety, Public Works, and others.
Help develop and roll out a One City-informed Standard Operating Procedure (SOP) for the Task Force, translating pilot insights into practical, repeatable processes.
Facilitate workshops with MAITF leadership and frontline staff to align on process, surface friction points, and build shared ownership of new ways of working.
Coordinate additional Innovation Team support, including developing technical infrastructure (dashboards, tracking tools, data systems) that improves transparency, alignment, and accountability across participating agencies.
Manage the day-to-day implementation timeline, keeping workstreams on track and flagging risks or blockers to Innovation Team and MAITF leadership early.
Document progress and outcomes in a form useful both for internal learning and for reporting to city leadership and funders.

Requirements

  • 3–5 years of experience using data to inform operational decisions or service improvement
  • Familiarity with, or strong interest in, data and technical tools that support transparency and accountability (e.g., shared trackers, lightweight dashboards); you don't need to be an engineer, but you should be comfortable partnering with technical staff to scope what's needed.
  • Experience applying data to civic, policy, or equity-focused challenges preferred
  • Experience managing multi-stakeholder projects, ideally across government, nonprofit, or civic settings.
  • Comfort operating without a fully defined playbook - you can bring structure to ambiguous, cross-agency work.
  • Strong facilitation skills; you're able to run a workshop that keeps a room of busy agency staff engaged and moving toward decisions.
  • Excellent written and verbal communication, with the judgment to tailor tone and detail for different audiences (frontline staff, department leadership, funders).
  • A process-oriented mindset - you enjoy turning a good pilot idea into a durable SOP that will outlast any one person's involvement.
  • A collaborative style that builds credibility quickly with partners who may be skeptical of "innovation" work.

This role sits within Baltimore's Mayor's Office Innovation Team, a Bloomberg Philanthropies-funded civic innovation office. The Implementation Manager will work closely with Innovation Team leadership and MAITF leadership, and will coordinate with other team members supporting related pilots
