The Recovery Friendly Program provides free training, employment services, and linkages to supportive services for Baltimore City residents impacted by substance use disorder. The Peer Program is designed to engage residents throughout the city and connect them with employment, training, and supportive services that help them prepare for, secure and retain employment, and advance along career pathways in high-demand industries and occupations. The Peer Recovery Specialist will develop, maintain and expand the network of engaged recovery centers throughout Baltimore City, provide onsite presentations of MOED services to different recovery center participants and staff, and connect 200 Baltimore City residents in recovery to services over the course of a year. The PRS will provide career navigation and resume support onsite at recovery centers as needed. They will serve as a liaison for recovery services to employers and MOED staff and serve as a model of recovery for participants. The Peer Recovery Specialist is required to have direct lived experience as a person in recovery, and either be certified as Peer Recovery Specialist or have completed the Connecticut Community for Addiction Recovery (CCAR) Recovery Coach training and be in the process of certification. The ideal candidate will have experience in social services, workforce development, business services, or related fields. They will have excellent interpersonal skills and a desire to support those with substance use disorder to recover and thrive. They will have the ability to keep clear, consistent records, conduct themselves professionally with participants and colleagues over email and other forms of communication, and have enthusiasm for continued professional development, collaboration, and working as part of a larger team. The Peer Recover Specialist will: Provide career navigation and referral services to job seekers in recovery from substance use disorder (70%) • Develop, maintain and expand the network of recovery centers engaged in MOED services throughout Baltimore City (20%) • Serve as a liaison for recovery services to employers and MOED staff as needed (10%).


  • Engage 200 Baltimore City Residents in recovery from substance use disorder and connects them to employment, training, or supportive services.
  • Engage 45 Baltimore City Residents in recovery from substance use disorder connecting them to CCAR training and career navigation services.
  • Provide case management supports annually to a cohort of CPRS trainees
  • Work closely with the Program Supervisor to coordinate program reach and impact.
  • Accurately monitor and record data related to grant deliverables.
  • Collaborate closely with recovery centers and community partners to ensure participant access to wraparound services.
  • Participate in meetings and ongoing coordination with the Recovery Friendly Program and Business Services teams to strengthen overall program success.
  • Participate in meetings and ongoing coordination with Business Services team to facilitate placement of job-ready candidates.
  • Serve as a liaison between employers/MOED staff and recovery resources as needed.
  • Assist with developing resumes and cover letters, identify opportunities for employment and assist with the application and interview process.
  • Perform other duties as required.

  • Knowledge of job readiness, employment and training practices that help Baltimore City residents advance from low-wage to high-wage jobs.
  • Knowledge of different practices for management and recovery from substance use disorders and the preparation needed for employment.
  • Ability to establish and maintain effective working relationships with other agencies (federal, state and local), public and private agencies, community partners, and MOED associates.
  • Ability to communicate effectively both orally and in writing and make presentations to community partners.
  • Demonstrated competency with word processing, spreadsheet, and database applications (i.e. MS Word, Excel, PowerPoint etc.).


Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.


All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.


This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
