Our Temporary Staffing Service partners with Federal, State, City, County, and private employers to provide high-quality staffing and operational support. Bayaud Works was created to provide opportunities for individuals with barriers to employment and has since expanded to include shelter management, safety patrol, janitorial services, and transportation operations.

The Emergency Cold Weather Shelter Project Manager oversees daily operations for Bayaud Works’ emergency cold weather shelter services in partnership with the City and County of Denver Department of Housing Stability. This position coordinates 24/7 shelter coverage, staffing, scheduling, guest support, site readiness, safety procedures, documentation, and contract compliance. The Project Manager ensures shelter sites are prepared to provide safe 24/7 shelter, including beds/cots, food support, hygiene supplies, laundry coordination, custodial and biohazard response, transportation coordination, and trained staff coverage. This role also supports payroll, timekeeping, and program-data quality, required reporting, and communication with Bayaud Works leadership, shelter teams, subcontractors, vendors, and City partners.

Essential duties and responsibilities include the following. Reasonable accommodation will be made to enable individuals with disabilities to perform the following essential functions.

  • Support 24/7 shelter coverage, including day, evening, overnight, weekend, holiday, and weather-related activation needs.
  • Build, maintain, and adjust staffing schedules to ensure required shelter positions are covered, including Project Managers, Shelter Leads, shelter operations staff, fire watch staff, janitorial or biohazard support, and unarmed security coordination. 
  • Serve as a primary point of contact for assigned shelter sites, staff, vendors, subcontractors, and City partners regarding daily operations, staffing changes, incidents, supply needs, and service coordination.
  • Ensure shelter sites are operationally ready to provide emergency shelter services, including bed/cot set-up, laundering coordination, food or meal support, hygiene supplies, transportation coordination, custodial support, and other guest-support needs.
  • Maintain inventory tracking for shelter supplies and equipment, including documenting on-hand quantities, monitoring usage and reorder needs, reconciling deliveries or vendor orders, and elevating shortages that may affect site readiness or guest services.
  • Oversee or assist with staff interviews, onboarding, site orientation, training, and daily guidance so employees understand shelter expectations, safety protocols, guest engagement standards, trauma-informed practices, and contract requirements.
  • Monitor shelter operations for safety, cleanliness, accessibility, guest support, and quality of service; elevate concerns related to facility conditions, staffing gaps, incidents, or compliance issues.
  • Attend and actively participate in all required meetings with internal teams, HOST representatives, and other service providers to support coordinated service delivery and program goals.
  • Support implementation of emergency and safety procedures, including incident documentation, shelter standards, and site-specific safety plans.
  • Maintain accurate staff timekeeping, scheduling records, and payroll documentation in Rippling or other required systems to support payroll processing and contract billing.
  • Review timesheets, staffing logs, invoices, receipts, and supporting documentation to help ensure expenses are accurate, allowable, properly coded, and ready for finance review.
  • Support program data-quality expectations by helping ensure required shelter data; demographic information, service counts, program narratives, and supplemental reports are collected accurately and submitted on time.
  • Assist with quarterly, annual, and contract close-out reporting, including program narratives, qualitative updates, outcomes, success stories, challenges, spending summaries, and other documentation requested by HOST or internal leadership.
  • Coordinate with subcontractors, vendors, and internal departments to support transportation, meals, security, custodial services, supplies, equipment, and other operational needs.
  • Participate in audits, monitoring visits, site reviews, records-retention activities, and corrective-action follow-up as requested.
  • Promote respectful, trauma-informed, culturally responsive service delivery for individuals and households experiencing homelessness during emergency shelter operations.
  • Perform other duties as assigned to support shelter operations, guest safety, staff coverage, and contract performance.
  • Represent Bayaud Works professionally and model the organization’s mission, values, and service expectations. 
  • Support coordination across multiple shelter locations when needed.
  • Set clear expectations for staff performance, communication, guest engagement, safety, and documentation.
  • Mentor, train, and support team members while addressing performance concerns promptly and professionally.
  • Work collaboratively with internal departments, shelter leadership, City partners, subcontractors, and vendors to resolve operational issues.
  • Understanding the needs of individuals and households experiencing homelessness, including trauma-informed, culturally responsive, and dignity-centered service delivery.
  • Ability to manage changing schedules, staffing gaps, urgent site needs, and time-sensitive operational issues in a calm and professional manner.
  • Strong verbal and written communication skills, including the ability to communicate clearly with staff, leadership, vendors, subcontractors, and City partners.
  • Ability to maintain accurate records, review documentation, and support reporting, invoicing, payroll, contract compliance, and audit-readiness requirements.
  • Ability to maintain supply and equipment inventory records, track usage trends, identify reorder needs, and support inventory documentation for billing, audits, and operational planning.
  • Demonstrated ability to handle confidential, sensitive, and personally identifiable information appropriately.
  • Strong computer skills, including Microsoft Office and the ability to learn scheduling, payroll, reporting, and data systems such as Rippling and other related platforms.
  • Ability to lead, train, mentor, and hold staff accountable while maintaining a supportive, respectful, and professional work environment. 
  • Demonstrated fiscal, personnel, contract, vendor, and operations management skills preferred.
  • High school diploma or general education degree (GED) required. 
  • Two or more years of experience in shelter operations, emergency response, human services, project coordination, temporary staffing, scheduling, logistics, or a related operations role required. 
  • Equivalent combinations of education, training, and relevant experience will be considered.
  • A valid driver’s license is Preferred.
  • Must be able to complete a Background/MVR check and be insured by Bayaud Works’ motor vehicle insurance carrier.
  • Additional training may be required based on shelter site, contract, or partner requirements.

This position is not eligible for an Alternative Work Plan. Duties must be performed on-site at assigned shelter locations, Bayaud Works offices, or other work sites as needed. Special projects or temporary remote work may be considered on a case-by-case basis with supervisor approval.
