The Role: Supports successful delivery of the Education portfolio in the Philippines through implementation of the country Education portfolio including delivery of British Council global programmes - student mobility, tertiary education partnerships, and non-formal education - and client-funded programmes in compliance with British Council policies and procedures. Responsible for financial administration, reporting and data collection, operational project delivery and managing relations with delivery partners. Accountabilities: Managing self and others * Holds vendors and suppliers to account for delivering services. * Has the ability to work independently and manage workload against project deadlines. Financial Support * Plan and report on project financial plans, budget expenditure and forecasting to Programme Managers and Head of Programme Delivery; manages smaller budgets. * Maintain clear and up-to-date records on all financial transactions as per audit requirements. Project Management * Responsible for data management, including timely data entry, quality assurance of data, undertaking basic analysis of monitoring data, and developing progress reports to meet the needs of funders. * Supports internal compliance such as due diligence, records management, data collection and storage. Relationship and Stakeholder Management * Manages relationships with clients/partners/stakeholders at the appropriate level. * Manages relationships with vendors and suppliers and holds them to account for delivering services. Role-specific knowledge and experience: Essential: * Proven experience in the Education sector and related field * Experience of working in a supporting role on programmes or projects. * Administrative, document management and financial administration experience. * Experience of using technology in project delivery. * Good understanding of basic concepts of monitoring and evaluation, and how they are central to good project management. Desirable: * Experience and understanding of the Philippines’ tertiary education sector * Experience of working with government partners and other education stakeholders Role Specific Skills: * Understanding of procurement, financial and reporting requirements of projects * Able to manage delivery of face-to-face activities and/or digital activities on basic platforms (Microsoft Teams) ensuring all corporate standards are met, including those for accessibility and safeguarding * EDI - Motivation and commitment to Equality, Diversity and Inclusion and anti-racism, demonstrated through an understanding of the British Council’s approach and of equality considerations relevant to the role, and examples of behaviours and decisions or actions that contribute to a more inclusive organisational culture or to a more inclusive programme, product or services Language Requirements: The British Council systems and global processes operate in English. Written and verbal proficiency in English is required. Education: * Degree and/or equivalent experience * A Foundation-level Project Management certificate would be desirable. Mobility/relocation/visa sponsoring support will not be provided. British Council supports working in new ways, such as hybrid working, subject to full approval by line management and conditional upon our ability to provide the appropriate level of service.
