Responsibilities

- Develop and maintain strong and active relationships with contractual and other referral sources.
- Work with staff to determine appropriate level of care for incoming referrals and match for services within clinical team or offer referral to external supports as needed.
- Respond to walk-in urgent crises or issues that arise from existing or potential clients as they appear in the building.
- Provide weekly intake assessment appointments on as-needed basis to allow for rapid access to services for either mental health or substance use treatment.
- Provide active coaching of staff in the office and community.
- Be available for clinical consultation during business hours and on call as needed.
- Monitor safety/risk issues for staff and clients and take timely and appropriate action including development of safety plans or referrals to higher acuity levels of care to prevent harm by client to self or others.
- Provide clinical orientation and training to newly recruited staff, including in the field.
- Ensure documentation is complete and accurately reflects the work done.
- Complete and conduct staff evaluations and implement corrective actions as indicated.
- Provide back-up coverage for staff when necessary.
- Complete intake evaluations and comprehensive diagnostic assessments that demonstrate medical necessity and qualify an individual to receive treatment.
- Write and implement individualized service plans, utilizing client voice, to order the treatment services and interventions that will be provided to individuals.
- Provide and/or arrange necessary crisis response and stabilization services. Respond to crises in a prompt, effective and collaborative manner.
- Provide and/or facilitate the provision of a range of therapeutic responses that support the overall recovery of clients: including access to basic needs (food, clothing and shelter); access to or stabilization of housing; and acute and ongoing medical care, psychiatric treatment, substance use services, and financial assistance.
- Responsible for concrete costs including monthly reports on productivity, hourly staff time, and other expenditures on a monthly basis.
- Review and approve special checks requests by staff.
- Complete AP requests for program purchases and ensure routine payment of established vendors, contractors or other consultants
- Community liaison/advocacy.
- Coordinate with other system representatives as needed, attends meetings, phone consultations, etc.
- Provide advocacy work with housing project staff, courts, mental health systems, and other community organizations as needed.
- Respond to complaints and grievances in a strength based and solution focused manner. Involve others as indicated.
- Ensure compliance with CCS policies and procedures, contracts and applicable state and federal regulation.
- Participate actively in strategic planning, leadership meetings and quality improvement activities.
- Act as a point of contact when program leadership is not available.
- Holds leadership role in creating a culture of privacy and security of Protected Health Information in HIPAA Covered Entity service area, including education of staff about their responsibilities for safeguarding privacy and security.
- Authorizes level of staff access to PHI/ePHI to ensure staff can perform assigned job duties; regularly monitors access to ensure appropriate safeguarding of PHI/ePHI.
- Responsible for upholding a culture of privacy and security in highly confidential work environment (HIPAA covered entity service area).
- Complies with all CCSWW policies and procedures that involve access to and safeguarding of client Protected Health Information (all forms).

Requirements
~1 min readWashington State Department of Health registration as either Agency Affiliated Counselor registration OR higher relevant credential
Meet or exceed qualifications for Mental Health professional (as defined by WAC 246-341: a person with a Master’s in Social Work, Psychology or Counseling; OR with a Master’s degree in one of the social sciences along with two years of experience in clinical services under the direct supervision of an MHP).
Substance Use Disorder Professional active credential with DOH
1+ year supervisory or leadership experience.
3+ years’ experience working with individuals suffering from co-occurring mental health and substance use disorders.
1+ year experience working with people who are homeless.
Must be strength-based, family-oriented and solution-focused.
Pass background check through Washington State Patrol.
Preferred Qualifications
- 2+ years as Licensed Mental Health Counselor, Licensed Independent Clinical Social Worker or comparable license and able to provide clinical supervision.
