DIU is seeking a Commercial Engagement Executive to provide technical expertise and programmatic support relevant to defense, intelligence, and government applications of Cybersecurity and or Electronic Warfare technologies across all domains. The position will collaborate with DoD/Government partners and commercial cybersecurity vendors, and is based in either Mountain View, CA or Washington D.C.
A successful Commercial Engagement Executive will need strong judgement, an analytical mindset, sound collaboration skills, a pragmatic approach to problems-solving, and the ability to thrive in an oftentimes ambiguous, entrepreneurial environment.
The Commercial Engagement Executive will provide support by assessing prospective customer needs, understanding the market landscapes across their entire market segment (outside of just customer needs), utilizing continuously maintained market perspective to source companies relevant to contracting opportunities, provide guidance to companies regarding ‘fit’ with DIU contracting opportunities, evaluating commercial viability of companies considered for prize or CSO awards, and supporting the scaling of capabilities across relevant DoW mission partners alongside colleagues within DIU.
Additionally, this individual will act as the Portfolio’s main interface with private sector capital allocators, with a specific thesis to just the portfolio, across asset classes (i.e. AI-specific funds will maintain connectivity with the AI/ML CE team). The role requires working-level knowledge of the technologies captured within the technology portfolio, along with an understanding of the intricacies in building and deploying complex hardware / software solutions in the private/public sectors. This individual will be entrusted with generating deep market analysis and building a critical ecosystem of commercial partners for transformative DoW programs.
The Commercial Engagement Executive reports directly to the Deputy Director of Commercial Operations but will also support the technology portfolio’s Portfolio Director, in a dotted line capacity. Furthermore, this individual will deliver a compelling procurement experience to companies and establish DIU's relationships with the private sector.
Responsibilities
~2 min read• Provide expertise in the implementation and engineering support of cyber security systems to include solving relevant technical and programmatic problems and assessing the technical feasibility of commercial solutions.• Work closely with government partners and commercial vendors as a project manager facilitating non-traditional and/or traditional vendor relationships throughout the prototype development lifecycle.• Perform commercial due-diligence efforts on submissions to projects for business and product viability.• Provide independent reviews and detailed technical assessments, analyses of applicable commercial technologies and operational concepts, system requirements, test plans, executions, results, and related technical documentation.• Spearhead all technology curation efforts to identify best-of-breed commercial solutions to solve challenge-problems and high-level initiatives for DoD operational partners.• Serve as key portfolio liaison to vendors, industry analysts, forward-thinking practitioners of leading-edge cybersecurity, and the tech venture community.• Coordinate, collaborate and drive buy-in with senior government officials, executive leadership, and other high ranking stakeholders• Work with DoD/Government partners to identify and document problem statements used as solicitations for commercial cybersecurity solutions.• Review prototype proposals from commercial vendors, reports and related project documents.• Contribute to solicitations, technical pitch questionnaires, and statements-of-work.• Leverage commercial, technical expertise, and product management discipline to ensure DIU Commercial Solution Openings and prototyping efforts are executed with precision and efficiency, ensuring evaluation criteria and milestones are amenable to both vendors and DoD operators.• Participate in milestone reviews, testing, and simulations, as appropriate.• Participate in post-prototype analysis activities and review and analysis of prototype data.• Prepare program updates, white papers, technical papers, briefs, and meeting materials.• Respond to official requests for information and other tasks from government partners and stakeholders.• Participate in key intra- and inter-agency meetings.• Other duties as assigned.

• Bachelor’s degree (or equivalent) in an engineering/scientific field.• 7 or more years of relevant work experience in program or project management role in electronic warfare or cybersecurity field.• Knowledge of network protocols and secure network design; operating system internals and hardening strategies; authentication and access control; security monitoring, intrusion detection and intrusion prevention.• Ability to work independently and communicate effectively with both government and industry representatives.• Ability to deliver multi-discipline, multi-stakeholder projects that demonstrably improve operational capabilities (measured by increase in accuracy, decrease in cost, decrease in time) and enhance scientific collaboration, knowledge sharing, and research for the relevant community.• Ability to perform in a collaborative work environment with proactive team members while maintaining professionalism and a positive attitude towards colleagues, counterparts, suppliers, and partners.• Ability to communicate to a broad range of audiences (CEOs, investors, commercial vendors, media, etc) to gain acceptance of vision, guidance and policy.• Eligible for a Top Secret (TS) clearance.
Desired Additional Qualifications:
• Masters degree (or equivalent) in an engineering/scientific field.• 10 or more years of relevant work experience in engineering, program or product management role.• 10+ years of experience as subject matter expert in Cybersecurity or Electronic Warfare.• Active TS/SCI clearance.• Experience working on DoD/IC cybersecurity programs at a senior leader or management level.• Ability to balance out-of-box innovation mindset and government procedures across functions.• Ability to communicate to: government/military audiences; commercial DoD vendors; military officials; and media, to gain acceptance of vision, guidance and policy.• Experience in large-scale enterprise security deployments and involvement in industry standards.
