The City of Clayton is now accepting applications for the position of Human Resources Manager. The Human Resources Manager is responsible for managing all aspects of the City's human resources functions. This includes recruitment, employee relations, benefits administration, compensation, and performance management. The Human Resources Manager will ensure compliance with all relevant laws and regulations, as well as monitor industry trends and best practices to make recommendations for improvements to the human resources operations. The successful candidate will be an experienced HR professional who can work independently and collaboratively with all levels of the organization. This position serves on the City's leadership team, and supervises the HR Generalist. See the included job description for further details on the position.

Employee Compensation & Benefits:

Key Duties & Responsibilities of the HR Manager:

  • Develop, implement and oversee the City's human resources policies and procedures, ensuring compliance with all applicable laws and regulations
  • Manage the recruitment and selection process, including developing job descriptions, posting job openings, screening resumes, interviewing candidates, and making job offers
  • Oversee employee and labor relations, including handling employee complaints and grievances, providing guidance and coaching to supervisors and managers on employee and labor relations issues, and ensuring compliance with the City's employee handbook and policies
  • Manage the administration of employee benefits programs, including health insurance, retirement plans, and other benefits
  • Develop and manage the compensation program, including salary surveys, job evaluations, and pay equity analysis
  • Develop and implement performance management programs, including performance appraisals, goal setting, and employee development plans
  • Provide guidance and advice to managers and supervisors on disciplinary actions, terminations, and other employment-related issues
  • Oversee compliance with all applicable labor laws and regulations, including FMLA, ADA, FLSA, and EEOC
  • Maintain accurate and up-to-date employee records, ensuring confidentiality and security of employee information
  • Manage the HR budget, including forecasting expenses and monitoring expenditures
  • Stay up-to-date on industry trends and best practices and make recommendations for improvements to the HR operations
  • Perform other duties as assigned

Requirements

  • Bachelor's degree in human resources management, business administration, or a related field
  • Minimum of 5 years of experience in human resources management, preferably in a municipal or government setting
  • Demonstrated knowledge of employment laws and regulations, including FMLA, ADA, FLSA, and EEOC
  • Excellent communication skills, both oral and written, with the ability to effectively communicate complex information to diverse audiences
  • Strong analytical and problem-solving skills, with the ability to think strategically and creatively
  • Demonstrated ability to work collaboratively with all levels of the organization, including elected officials, department heads, and employees
  • Strong leadership and management skills, with the ability to motivate and inspire staff
  • SHRM-SCP or SPHR certification preferred
  • Valid driver's license and reliable transportation
